In memory of Ir Leslie R THOMPSON

The Hong Kong Institution of Engineers is deeply saddened by the passing away of Ir Leslie R Thompson on 29 January 2022 at the age of 87.

Ir Thompson served the Institution in different positions: he was elected to the Council in 1979, served as the Chairman of the Structural Division in Session 1978/1979, and was elected as Vice President in 1981.

In Session 1979/1980, Ir Thompson was charged to examine closely and rewrite as necessary the Rules of Conduct of the Institution. It laid the foundation of the Institution’s four main basic Rules of Conduct. Ir Thompson stressed the importance of practising with integrity as the basic virtue of the engineering profession.

In Session 1983/1984, while the Institution was heading to its second decade, Ir Thompson was elected as the President. He led a delegation to Beijing upon the invitation from the China Association for Science and Technology (CAST) and pioneered the cooperation between Hong Kong and mainland professional bodies.

Ir Thompson designed and supervised a wide range of civil and structural projects in the private, commercial and housing sectors. He was also the past chairman of the Hong Kong Branch of The Institution of Structural Engineers, UK.

Since 1956, Ir Thompson contributed his service in Pirelli General Cable Co Ltd, E W H Gifford and Partners and Hong Kong office of Mitchell, McFarlane, Brentnall & Partners.

Ir Thompson was a thoughtful and kind person, who treated everyone alike no matter background or gender and was always a pleasure to work with. Throughout his services to HKIE, he spared no effort in promoting the Institution and its members. HKIE is deeply grateful for Ir Thompson’s contribution and service to the community and the Institution. We would like to offer our deepest condolences to his family.

In memory of Dr The Hon. CHIANG Chen

The Hong Kong Institution of Engineers is profoundly saddened that Dr The Hon. CHIANG Chen, our Honorary Fellow and a prolific philanthropic industrialist, passed away on 13 March 2022 in the company of his family, aged 100.

Dr Chiang was born in Shandong province to an underprivileged family and was orphaned early. Raised in wartime and during political turmoil, he came to Hong Kong at the age of 26 to embark on his business venture. His obsession with industrial machinery and manufacturing technology led him to start Chen Hsong Machinery Co. Ltd., predecessor of the Chen Hsong Group, with HK$200 savings in 1958. In 1966, he designed the first 10-ounce in-line plastic injection moulding machine which not only won him the New Product Award by the Chinese Manufacturers’ Association of Hong Kong but also earned him the title of “King of Plastic Injection Moulding Machines”. Under his leadership, Chen Hsong machines set a new benchmark for the industry and is used in more than 90 countries around the world today.

As a pioneer in the machinery and industrial arena, Dr Chiang created the motto “Enriching Livelihood of People by Industry, Strengthening the Country through a Prosperous Society”. His humble beginnings with no formal education had instilled a strong determination in Dr Chiang to create a pertinent learning environment for future generations in technical education.

In 1990, he donated his entire shareholding in the Chen Hsong Group to set up the Chiang Chen Industrial Charity Foundation, encouraging technical training and research development of manufacturing industries. He generously donated to educational causes and set up numerous scholarships in universities in Hong Kong, the mainland and overseas. As a fullhearted patriot, Dr Chiang placed great emphasis in nurturing talents within the Chinese community.

Dr Chiang was one of the first industrial investors following China’s Reform and Opening in the 1980s. His adroit bridging of Hong Kong and the mainland as well as devotion to the society was well acknowledged by the conferment of honorary doctorates by The Hong Kong Polytechnic University, The Chinese University of Hong Kong, The Open University of Hong Kong (Hong Kong Metropolitan University now), and The University of Hong Kong. His philanthropic activities were recognised by the bestowment of Hong Kong’s highest honour, the Grand Bauhinia Medal in 2005, and the Order of the British Empire from the Queen of England in 1997.

In recognition of his outstanding contributions to mechanical engineering, the HKIE conferred upon him the highest award of the Institution, an Honorary Fellowship, in 1986. The Institution is deeply grateful for Dr Chiang’s contributions to mechanical engineering and in nurturing industrial talents. His contributions will always be remembered.

Dr Chiang is survived by his wife, daughters Lai Wah, Lai Wan, Lai Ping, Lily, Lai Ling and Lai Yuen, a son Chi Kin and his grandchildren.

Corporate Members and Associate Members who have been removed from the membership roll (due to resignation or striking off by Council resolution) for more than seven years will be required to submit fresh applications should they wish to re-join the Institution. All other grades of members who have been removed from the membership roll (due to resignation or striking off by Council resolution) for more than three years will be required to submit fresh applications should they wish to re-join the Institution. Subject to the above, the current payment scale for reinstatement of membership other than for non-resident members, is a reinstatement fee of HK$400 (for administration purpose), plus all arrears in subscription. The arrears in subscription shall be subject to a maximum of three years’ subscriptions prior to the application for reinstatement of membership.

Non-resident members who apply for the reinstatement of membership as non-resident members shall only be required to pay a reinstatement fee of HK$400; all arrears in subscription shall be waived. All other requirements for reinstatement of membership shall remain unchanged.

The Engineering Council (UK) implemented “SARTOR3” system from 1999. Accredited MEng degrees or accredited BEng degrees plus matching sections are required to satisfy the academic requirements for Chartered Engineers in the United Kingdom. The HKIE is a signatory to the Washington Accord and the HKIE recognizes the accredited MEng or accredited BEng degrees plus matching sections of the Engineering Council (UK) from first intake year 1999 as satisfying the academic requirements for Member of the HKIE.

With effect from 1 March 2004, the “SARTOR3” system has been replaced by the “UK-SPEC”. The Engineering Council (UK) has revised UK-SPEC and has implemented it from 31 December 2021. The academic requirements for Chartered Engineers (CEng) Registration are:

(i) An accredited Bachelors degree with honours in engineering or technology, plus either an appropriate Masters degree or engineering doctorate accredited by a Licensee*, or appropriate further learning to Masters Level

(ii) An accredited integrated MEng degree

(iii) An accredited Bachelors degree with honours in engineering or technology started before September 1999

(iv) Equivalent qualifications or apprenticeships accredited or approved by a Licensee*, or at an equivalent level in a relevant national or international qualifications framework

* Licensee is the engineering institutions that have been licensed by the Engineering Council (UK) to assess individuals for professional registration.

The HKIE shall accept graduates from the UK as satisfying the academic requirements for Member of the Institution if they could provide document proof from the Engineering Council (UK) that they have satisfied the academic requirements (i) to (iii) above for Chartered Engineers (CEng) Registration.

Commencing 1 January 2019, competence-based approach to CPD activities will be fully implemented as part of CPD requirements for Corporate Members. Corporate Members are required to undertake, out of the 30 hours per year, at least 5 hours each for two areas of CPD activities, namely “Technical Matters” (TM) and “Broader Areas of Studies” (BAS).

Corporate Members are required to complete and return an annual CPD Declaration Form together with the membership subscription advice to the Institution. A random checking, usually 1% sampling, on all Corporate Members, will be conducted on an annual basis. Members who are selected for checking will be asked to submit their evidences of CPD.

The following actions shall be taken in case of non-compliance:

1. Corporate Members who fail to comply with the CPD requirement in the first year selected for sampling will be asked to submit their records again in the following year;
2. Warning letters will be issued to Corporate Members who fail to comply in two consecutive years. The HKIE Continuing Professional Development Committee (CPDC) will also follow up with those Corporate Members on the reasons of non-compliance;
3. Corporate Members who fail to comply with the CPD requirements in the third consecutive year may be invited to an interview with HKIE Continuing Professional Development Committee (CPDC) Representative(s);
4. Corporate Members who fail to comply with the CPD requirements for the 4th consecutive year will have their names published in Hong Kong Engineer.

The Members concerned are urged to take immediate action to fulfil the CPD requirements.

Corporate Membership has satisfied the Commissioner for Labour in respect of section 6BA(4), Cap 59 since 1998 on the understanding that Corporate Members have undertaken a minimum units in the Continuing Professional Development  (CPD) programmes, which include updates on occupational health and safety legislation. On the basis that Corporate Members will continuously update their knowledge in occupational safety and health through CPD, Corporate Members of the HKIE do not need to take mandatory basic safety training before entering construction sites.

Please note that the HKIE is required to provide such CPD records concerning the recognition of the Corporate Members’ training for the purpose of section 6BA, Cap 59 upon the request of the Labour Department.

The online CPD logbook service is now in operation to provide solely for members of the HKIE to record their personal CPD activities. Members are invited to enter the Member Login area of our website to access to this online free-of-charge CPD logbook for keeping a systemic record of their CPD participation.

For trainees who are under the formal training schemes of the HKIE, they will remain to be required to record their CPD activities in the Record of CPD with endorsement by their Engineering Supervisors.

Theme Topic on “Construction by Smart and Innovative Techniques”

CALL FOR ABSTRACT

The HKIE Transactions Committee is honoured to announce that Prof Wei PAN, Associate Vice-President (Research and GBA) and Associate Dean (Masters) of Faculty of Engineering of The University of Hong Kong (HKU) and also Executive Director of Centre for Innovation in Construction and Infrastructure Development (CICID) and Professor at Department of Civil Engineering, has accepted our invitation to be the Guest Editor for HKIE Transactions – Theme Issue on Construction by Smart and Innovative Techniques which will be published in HKIE Transactions Volume 30 Number 2, June 2023 issue.  You are invited to submit manuscripts to this Theme Issue.  

Introduction
To address the critical challenges facing the construction industry, various smart and innovative techniques have been implemented in both building and infrastructure construction projects. Researchers have made efforts in all aspects of smart and innovative construction, including but not limited to off-site and modular integrated construction (MiC), artificial intelligence (AI), Internet-of-things (IoT), digital design and construction, robotics, 3D printing, low-carbon construction, and so on. The various smart and innovative techniques have made great achievements in construction applications such as automatic decision-making, intelligent construction planning, real-time construction monitoring, and unmanned construction.

This theme issue welcomes a broad range of submissions of smart and innovative techniques developed for the engineering and construction industry. The editors expect to gather a set of recent research outputs together, to report the progress of what is going on, and to build a forum for researchers to exchange their innovative ideas on the state-of-the-art smart and innovative technologies and their applications in construction. Original papers in all these areas will be considered.

Topics suitable for inclusion include but not limited to:

MiC, AI, BIM, GIS, IoT, Digital Twin, Robotics, automation and life cycle assessment and their applications in all areas of construction such as logistics, supply chain, transportation, construction planning, delivery, monitoring, sustainability and management
