In remembrance of the late Ir Francis Tong who was the Past Chairman of the BD Division for Session 2005/2006, the BD Division, supported by the Architectural Services Department Structural Engineers Association (ASDSEA), and Mrs Sara Tong, has set up the Ir Francis Tong Man Kan Memorial Fund. The fund was formed by donations from all friends, relatives and colleagues of the late Francis Tong on a voluntary basis. It is managed by a Management Committee (MC) composed of seven people including five representatives from the BD Committee and Building Discipline Advisory Panel, a relative of the late Ir Francis Tong and a member nominated by the ASDSEA.

The Chairman of the MC Division shall be a Past Chairman of the BD Division and Ir Joseph Chan was nominated to be the Chairman by the BD Committee for a tenure of three years. Donations were received since second half of 2008. Three awards have already been set up. They included award to the student representatives serving the BD Division who are selected from the undergraduate course in building engineering from the Hong Kong Polytechnic University and the City University of Hong Kong; award to the best individual dissertation in the undergraduate course of building engineering from the Hong Kong Polytechnic University and the City University of Hong Kong; and award to the graduate who performs best in the Building Discipline Membership examination.
