This Web Site is the online version of Hong Kong Engineer published by Printers’ Circle Ltd (“the Publisher”) on the Institution’s behalf.




Access to and use of this Web Site and the information, materials, products and services available through this Web Site are subject to all applicable laws and regulations and to these Terms of Use.

Users assume total responsibility for establishing such procedures for data back up and virus checking as they consider necessary.


Obligations of Users


Users are responsible for providing and maintaining all personal computer and communications equipment and Internet access accounts necessary to gain access of this Web Site.

In consideration of the use of the Web Site, users agree to provide true, accurate, current and complete information about themselves as prompted by the Web Site. If users provide any information that is untrue, inaccurate or incomplete, or the Institution has reasonable grounds to suspect that such information is inaccurate, the Institution has the right to suspend or terminate the user’s account and refuse any and all current or future use of the Web Site.


Users are responsible for maintaining the confidentiality of any information they provide to and receive from this Web Site, and are fully responsible for all activities that occur under any such confidential information, whether by the user or by anyone else using such confidential information.


Users agree to use the Web Site in a manner consistent with any and all applicable rules and regulations. Users agree not to upload or transmit through the Web Site any computer viruses, trojan horses, worms or anything else designed to interfere with, interrupt or disrupt the normal operating procedures of a computer.


Users agree to inform the HKIE of any apparent breaches of security such as loss, theft or unauthorised disclosure or use of confidential information and until the Institution is so notified users will remain liable for any unauthorised use of such confidential information.


Users agree to indemnify, release and hold the HKIE harmless as well as the Institution’s members, officers, employees, agents, suppliers and contractors from any claim, liability, loss, expense or demand, including legal fees, related to users’ violation of these Terms of Use or their access or use of this Web Site or any of the information, materials, products or services available through this Web Site.


Subscription Fees


The Institution may restrict certain parts of the Web Site to users who have paid a subscription fee. If users wish to have unrestricted use of the Web Site and access to services which are accessible on payment of a fee, users will be required to register and pay the subscription fee notified to them via the Web Site.


If users do not wish to pay the relevant subscription fee, they may still be required to register but their access to the Web Site may be restricted. The HKIE shall determine, at its sole discretion, the extent to which any user’s access to the Web Site will be restricted.


The subscription fee shall be payable immediately on the date of acceptance of the user’s registration (by which they shall be notified via e-mail) and shall, at the HKIE’s sole discretion, be non-refundable. Where users wish to pay the subscription fee by credit or debit card, they hereby represent that they are the owner, holder and authorised user of the credit or debit card specified on the registration form and the users agree that the HKIE is authorised to take payments from that account as and when they become due. Users further agree that this authorisation will remain in effect until they revoke it in writing to the HKIE. Where users wish to pay by invoice, the HKIE shall issue an invoice on acceptance of the registration. All such invoices are payable within 30 days of the date of the invoice.


The HKIE reserves the right to change the subscription fee and billing methods at any time. Users shall be notified of all such changes at their renewal date and their continuing use of the Web Site and the products and services will constitute acceptance of such changes. The Institution reserves the right to terminate any user’s account immediately without further notice if any user does not accept any such changes or fail to pay invoices.


All subscription fees payable are exclusive of tax and other related expenses, and shall be paid in full without deduction or withholding and be the net fee to be received.


If users wish to cancel their subscription, they must notify the Institution in writing of the intention to cancel within seven working days after the HKIE’s acceptance of their registration. Upon receipt of such notification, the HKIE shall refund the subscription fee and terminate the user’s account.


At the end of the period for which the subscription fee was payable, the Institution shall send users a renewal notice and this agreement will automatically renew when they inform the Institution that they wish to renew subscription.


Modification and Discontinuation


The HKIE reserves the right at any time and from time to time to modify, edit, delete, suspend or discontinue, temporarily or permanently this Web Site (or any portion thereof) and/or the information, materials, products and/or services available through this Web Site (or any part thereof) with or without notice. Users agree that the HKIE shall not be liable to their or to any third party for any such modification, editing, deletion, suspension or discontinuance of this Web Site.


Entire Understanding


These Terms of Use contain the entire understanding between users and the Institution with respect to this Web Site and no representation, statement, inducement oral or written, not contained herein shall bind any party to this agreement. Should any part of these terms for any reason be declared invalid by a court of competent jurisdiction, such determination shall not affect the validity of any remaining portion and such remaining portion shall remain in full force and effect as if the invalid portion of these terms had been eliminated. The Institution’s failure to enforce any provision of these Terms of Use shall not be deemed a waiver of such provision nor of the right to enforce such provision.


Law & Jurisdiction


These Terms of Use are made under laws of the Hong Kong SAR, China and this Web Site is operated from the Hong Kong SAR, China. Access to, or use of, this Web Site or information, materials, products and/or services on this Web Site may be prohibited by law in certain countries or jurisdictions. Users are responsible for compliance with any applicable laws of the country from which you are accessing this Web Site. The Institution makes no representation that the information contained herein is appropriate or available for use in other locations outside the Hong Kong SAR, China.


Users agree that the courts of the Hong Kong SAR, China shall have exclusive jurisdiction to resolve any controversy or claim of whatever nature arising out of or relating to use of this Web Site, and that the laws of the Hong Kong SAR, China shall govern such dispute or claim. However, the HKIE retains the right to bring legal proceedings in any jurisdiction where infringement of this agreement is believed to be taking place or originating.
