The HKIE Prize Presentation Ceremony cum New Members’ Reception

The HKIE Prize Presentation Ceremony cum New Members’ Reception was successfully held on 27 March 2021 at the Hong Kong Convention and Exhibition Centre, which was well attended by newly admitted members and guests.

 

President Ir Prof P L Yuen delivered a speech to all participants, during which he congratulated our new members on their accomplishments and encouraged them to actively participate in the Institution activities. A certificate presentation ceremony was held to honour members who have achieved 50 years of continuous membership or more of the Institution. Four members attended the ceremony and they were given thunderous rounds of applause when they received the certificates from the President. Membership certificates were also presented to Fellow Members and Members who were admitted to the HKIE from October 2019 to June 2020.

 

The occasion provided an excellent opportunity for our new members to meet with our Past Presidents, Council Members, Division Chairmen, Discipline Representatives and Local Representatives and to celebrate their achievements with their families and friends. The Enginpreneurs Hub webinar - March series

In March 2021, two webinars under the Enginpreneurs Hub, one of the initiatives of the Institution under the Presidential Theme of Session 2020/2021, “Believing is seeing - Innovation for transformation” (相信‧可‧看見 — 創新‧成‧蛻變), were held to introduce members to the patent applications in Hong Kong and digital transformation in manufacturing industry respectively. Both were well received with enthusiastic responses from participants.

 

Held on 12 March 2021, the webinar entitled “Patents on Hong Kong’s Intellectual Property System” was presented by Mr Bart Fong, Patent Consultant of Accolade IP Limited. The webinar provided members with essential information on patent applications in Hong Kong such as short-term patent and standard patent. Mr Fong enlightened participants on the procedures for patent applications in Hong Kong with step-by-step explanation. In the question-and-answer session, Ms Kelly Chang, Patent Team Head of Accolade IP Limited, responded to the questions from audience, providing them with effective guidance on the patent application process. 

 

On 26 March 2021, another webinar entitled “Digital Transformation into Smart Manufacturing Facilities towards LVHM for New Venture: Startups” was delivered by Dr Vincent Fung, Board Director of Kin Yat Holdings Limited. During the webinar, Dr Fung gave an idea on how their incubation service led to a number of successful cases in various new startup projects. He shared the critical factors to land a new project into commercialisation through New Product Introduction (NPI), which is the process that takes an idea from an initial working prototype to a thoroughly refined and reproducible final product. He also compared “old school typed” production methodology with smart manufacturing environment to illustrate the possibility of low volume - high mixed (LVHM) production capability for startups, which can reduce manufacturing time and consequently increase capacity.


CPD webinar series - Quality Management: Testing and Certification

Quality management in an engineering project is a key element leading to its success. One of the important aspect of quality management is how we ascertain the end product to be fully conformed to the design. Testing and certification is the process to verify the as-built is constructed in accordance to the plan.


On 27 March 2021, a sunny Saturday morning, the HKIE Continuous Professional Development (CPD) Committee was delighted to have invited three leaders in the field of testing and certification: they are Ir Dr S L Mak, Assistant Professor in the School of Science and Technology of The Open University of Hong Kong; Ir Dr Fiona Chan, Senior Accreditation Officer in the Hong Kong Accreditation Service (HKAS) under the Innovation and Technology Commission of the HKSAR Government; and Ir Dr Tommy Lo, President of the Hong Kong Institution of Certified Auditor (HKICA) in the HKIE Headquarters to talk about testing and certification. This webinar was the first of its kind organised by the CPD Committee with an aim to promote the importance of continuous professional development even under the current Restriction Order and Social Distancing and Social Gathering Restrictions to prevent the spread of COVID-19. This webinar received an overwhelming registration of well over 1,000, which maybe a record for the HKIE events and seminars.


Ir Dr Mak explained the concept of testing, inspection and certification; quality and standard in a very easy to grasp manner. He gave a few examples such as the standard for the masks we wear every day, the testing for food safety, and the grades of textile to clearly illustrate the idea. Ir Dr Chan followed with a clear outline of how HKAS helps industries, in particular the construction industry, to accredit the testing laboratories for material testing. She gave an important message to the audience about the intricate difference between an accredited laboratory versus the tests that are accredited for this laboratory to perform. She also advised engineers that appropriate wordings must be included when preparing for the specifications so that laboratory can perform the right tests to produce an accredited test report. Ir Dr Lo then followed with an overview of the HKICA’s work on certifying qualified certification personnel, and the work with China National  ccreditation Service for Conformity Assessment (CNAS). Ir Dr Lo also outlined the works done by Technical Competent Person (TCP) and the management certification performed by auditors. The question-and-answer session was also lively and interactive with many questions raised by the audience online.

 

One of the questions raised was related to the lack of a Quality Management Discipline/Division at the HKIE. While the subjects of quality management, testing, certification, and standards are embedded within the various Divisions, this is an idea that the Institution may consider. The organising committee led by Ir Victor Lo would like to thank the speakers: Ir Dr Mak, Ir Dr Chan and Ir Dr Lo, the HKIE HQ staff led by Ir Agnes Yan and last but not the least, all the participants for a very lively and interactive webinar.


持續專業發展委員會主辦 探知大灣區網上研討會

今年3月11日第十三屆全國人民代表大會第四次會議通過了《中華人民共和國國民經濟和社會發展第十四個五年規劃和2035年遠景目標綱要》(《十四五規劃綱要》),其中提出了「加強內地與香港各領域交流合作」,「擴大內地與港澳專業資格互認範圍,深入推進重點領域規則銜接、機制對接」。持續專業發展委員會就此課題,與廣東省工程師學會聯合主辦,並由深圳市工程師聯合會、東莞市工程師協會、中山市工程師學會,及珠海市機電工程師學會協辦,於4月6日上午舉行了「探知大灣區網上研討會暨粵港澳大灣區工程技術人才交流會—機遇與挑戰」。當天為第一次進行香港及廣東省同步網上直播研討會,同時有300多人出席,研討會邀請到學會會長源柏樑教授、工程師主持,以及立法會工程界別議員盧偉國博士SBS,MH,JP致辭。

 

源會長詳述了香港及內地各市於大灣區的不同角色,亦建議香港工程師特別是年青一代積極了解大灣區情況,以便迎接新機遇。盧議員亦提出我們應善用十四五發展方向,利用國家雙循環及CEPA機制為香港帶來的機遇,讓香港人可輕易到大灣區生活、工作,以爭取更大發展空間。他亦提到現時已經有不少工程顧問公司在大灣區開設分公司,向內地客戶提供服務。

 

研討會首先由廣東省工程師學會執行會長劉桂雄教授介紹廣東省工程師學會情況。該學會成立只有一年左右,目的主要為學術交流、科普、制定工程人員資格標準及認證,以及令內地工程師資格國際化並爭取加入國際工程師協議等,最終達至國際人才資源「共建、共治、共享」的目標。劉桂雄教授認為大灣區已經為世界製造基地,國際交流中心,亦正在構建成一個創新中心,而其中9+2城市、特區各有不同定位、功能及角色,而香港角色亦應該從以前的「聯繫者」演變成「參與者」、「促進者」和「推廣者」。


其後深圳市工程師聯合會曾學忠會長介紹了深圳市工程師聯合會情況。該聯合會已經開展了與港澳工程師團體交流,亦積極強化廣州深圳間「多城聯動」發展方向。之後東莞市工程師協會黃聖華秘書長介紹協會情況。東莞以先進製造業為根本,將來亦朝著「五大」、「四新」、「四特色」產業方向繼續發展。

 

隨後中山市工程師學會莫禮理事長亦介紹了學會情況:中山市有多種傳統行業,如家電、五金、機械、電子、信息科技等等,他們亦開發新產業鏈如生物醫藥、智能家居、高端裝備製造等,及加強區域協同效益。


最後珠海市機電工程師學會會長陳英紅女士介紹當地情況:他們的工程師專業鑑定考試已向港澳人士開放,引進香港工程人員到橫琴發展。


各省市的討論中其中有一個共同信息就是人才缺乏,尤其是工程人員。


緊接研討會為由香港工程界社促會主席李炳權工程師及香港專業審核師學會會長盧耀博士、工程師主持的問答環節。問題大多圍繞大灣區工作、實習、待遇等情況,工程師資格互認和申請程序,以及內地工程師制度。提問非常踴躍,足見會員對香港融入大灣區持開放正面積極態度。而香港工程師學會亦會繼續籌劃其他與大灣區各省市的活動。
