To complement the “Energising Kowloon East” initiative in transforming Kowloon East into another core business district, and the initiative promulgated in the 2017 Policy Agenda on revitalising suitable existing nullahs for enhancement of living environment, the Drainage Services Department (DSD) is transmuting the current 1-km King Yip Street Nullah, which has been channelling water for over 50 years in proximity to adjacent residential, industrial and commercial communities, into Tsui Ping River through environmental, ecological and landscaping upgrading works. In addition to strengthening the flood protection capability of Kwun Tong District and realising the concept “Walkable Kowloon East”, Tsui Ping River aims to enhance the connectivity within the district while providing quality riverside public space. The whole project is scheduled for completion in 2024.
DSD initiated the early Rainfall notification with Artificial Intelligence aNalysis (eRAIN), adopting a statistical approach with Artificial Intelligence to analyse forecast rainfall data quantitatively and qualitatively to safeguard the frontline staff from the threat of rapid rise of water level within the river during rainstorms and enhance the site safety and productivity.
eRAIN extracts real-time rainfall data and water level at six minutes intervals to predict the future water level within the river and these data would be retrained for accuracy improvement. It predicts the water level reasonably within the 120 minutes alert window, and disseminates SMS warnings to stakeholders when necessary.
eRAIN received the Bronze Award in the 48th Geneva International Exhibition of Inventions in 2023.
