The first stage of Tseung Kwan O Desalination Plant (TKODP) is one of the strategic infrastructures by the Water Supplies Department (WSD) to realise its mission of providing reliable supply of wholesome drinking water for the public continuously. WSD engaged Binnies Hong Kong Ltd as the consultant, and AJC1 Joint Venture as the contractor, to undertake the contract under a Design-Build-Operate mode. TKODP is the first municipal desalination plant which adopts reverse osmosis technology to convert naturally abundant seawater to drinking water in Hong Kong.
The construction phase of TKODP started in December 2019 and the plant has been supplying fresh water since 22 December 2023. Upon full operation, the first stage of TKODP will provide a water production capacity of 135,000 m3 per day, which is equivalent to 5% of Hong Kong’s total fresh water consumption.
Being a water source not susceptible to climate change, TKODP marks a new era in Hong Kong to build resilience in fresh water supply catering for extreme weather conditions. Its success will act as the blueprint for future implementation of desalination plants to provide a diversified, sustainable and reliable water resource in Hong Kong.
