Hong Kong Institute of Qualified Environmental Professionals Bill
On 17 July, I presented my first Member’s Bill at the Bills Committee on Hong Kong Institute of Qualified Environmental Professionals Bill. The Bill seeks to make provision for the incorporation of the Hong Kong Institute of Qualified Environmental Professionals (“HKIQEP”) and related matters. The Bills Committee completed consideration of the general merits and principles of the Bill and commenced clause-by-clause examination of the Bill. Written views from the public on the Bill were invited and the deadline for submission was 31 July 2024.
Met with CE and presented the proposal on the Policy Address
On 23 July, together with some other LegCo members, I met with CE to present a new proposal on the Policy Address. Hong Kong is now entering a critical stage in which it has restored order and is set to thrive. Our proposal focuses on aligning with the nation’s goals, developing Hong Kong’s new quality productive forces, and promoting a “high-quality economy,” “high-quality welfare,” and “high-quality governance.” The proposal includes a total of 147 policy suggestions across thirteen major areas to develop the economy, improve people’s livelihoods, and enhance the momentum of Hong Kong’s prosperity.
Conducted a report on Further Deepening Reform Comprehensively to Advance Chinese Modernization
The Third Plenary Session of the 20th Central Committee of the Communist Party of China (CPC Central Committee) concluded in Beijing on 18 July. The session adopted the Resolution of the CPC Central Committee on Further Deepening Reform Comprehensively to Advance Chinese Modernization. Together with some other LegCo members, I released a research report specialized on the decision made at the Third Plenary Session on 1 August. The report puts forward five major policy recommendations, including leveraging the advantages of the “One Country, Two Systems” framework, and consolidating and enhancing Hong Kong’s status as an international financial, shipping, and trade center. These recommendations aim to seize the opportunities presented by The Third Plenary Session of the 20th Central Committee of the Communist Party of China to achieve new quality development for Hong Kong.
Public works projects approved at the FC meetings
At the FC meeting on 5 July, members approved a funding allocation of HK$1.395 billion for building the eHealth+ healthcare information infrastructure.
At the FC meeting on 19 July, a funding allocation of HK$8.213 billion was approved for Drainage improvement works in Mong Kok, Wong Tai Sin, Kwun Tong, Kowloon City, Eastern District, Sha Tin, Sai Kung, and Tai Po. Since January this year, FC has approved the funding projects with a total cost of HK$155.8 billion.
Raised a question on “Development of waste-to-energy incinerators”
At the LegCo meeting on 17 July, I raised a question on “Development of waste-to-energy incinerators”. I asked the Government whether it has discussed with the relevant departments of the key cities in GBA on how to jointly take forward the implementation of the Plan on Urban Municipal Solid Waste (MSW) Separation and Treatment Facilities Development (the Plan) published by the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development in May 2021; whether the authorities will compress the process and allocate additional resources to expedite the construction of I•PARK2; and whether it will expeditiously plan and develop a third WtE incinerator project. LegCo Panel on Housing had duty visit to Zhuhai and Shenzhen
The delegation of the LegCo Panel on Housing had the two-day duty visit to Zhuhai and Shenzhen from 21 July to 22 July, to learn about the manufacturing process of concrete Modular Integrated Construction (“MiC”) modules in Mainland, as well as to gain an understanding on how the cities of the Guangdong-Hong Kong-Macao Greater Bay Area (“GBA”) create high quality public housing and community facilities through green technology, modular construction techniques, etc.
