「2025滬港科技合作研討會」於10月15日至16日在上海圓滿舉行。 活動由上海市科學技術協會與香港工程師學會共同主辦,自1997年以 來,今年已邁入第十五屆,持續促進滬港兩地在科技與工程領域的交 流與合作。
本屆研討會以「綠色.智慧.品質.重塑與再造」為主題,聚焦「綠色 能源」、「綠色交通」、「綠色建築」、「綠色土地利用」、「綠色 空間環境」、「智慧製造」、「低空經濟」、「智慧康養」、「數字金 融」及「城市治理」等多項前沿議題。研討會吸引約300位來自滬港兩 地相關界別的專業人士與嘉賓參與,其中超過30名代表更專程由香港遠 赴上海參加研討會。
開幕式上,上海市科學技術協會黨組書記、專職副主席韓志強先生和 香港工程師學會高級副會長陳帆教授、工程師分別致辭,為研討會揭 開序幕。研討會很榮幸邀得中國工程院院士、上海市工程師學會理事 長、中國科學院上海硅酸鹽研究所研究員董紹明院士、香港特別行政 區政府機電工程署助理署長/電力及能源效益江茂誠工程師,以及中國 科學院上海技術物理研究所正高級工程師程睿女士蒞臨出席,並發表 特邀及主題報告。
兩場分論壇匯聚19位滬港專家,深入剖析如何運用創新科技應對城市 發展所面臨的挑戰,並交流跨界協作在推動智慧化及可持續城市治理 中的關鍵作用。論壇內容兼具資訊性與前瞻性,促進滬港兩地在城市 創新治理方面的經驗交流與技術互補,進一步推動城市品質提升與產 業轉型升級。
適逢2025年世界工程組織聯合會(WFEO)全體大會暨全球工程大會與 研討會同期於上海舉行,大會亦安排與會者在10月16日參加WFEO 的工程能力工作坊及晚宴。與會者分別參觀了四條主題路線的專業參 觀,涵蓋城市交通、綠色能源、航空製造及海洋工程領域。參觀地點 包括上海軌道交通線網運營調度指揮大樓及隧道施工現場、上海大歌 劇院、上海寶山再生能源利用中心、上海浦東國際機場四期擴建工 程、中國商飛上海飛機製造有限公司浦東基地、中國船舶海工產業核 心承載地—上海長興島等。透過實地參觀,與會者得以深入了解上海 在城市基建、生態建築、資源再生、航空製造及海洋工程等領域的最 新技術發展與創新成果。
在研討會期間,學會與上海市工程師學會正式簽署合作意向書,致力 加強滬港兩地工程界的交流與協作。滬港科技合作研討會有效促進了 兩地工程界專業人士的互動交流,凝聚智慧與力量,共同推動城市建 設與科技進步。研討會組織委員會在此向所有支持本研討會的人士、 支持單位及贊助單位,表示衷心的感謝。

The recent Presidential Visit to London marked a major step forward in strengthening Hong Kong’s professional engineering ties with leading institutions in the UK, while showcasing the energy and vision of the next generation of Hong Kong engineers on the international stage. Over three intensive days of institutional visits, agreement signings, conference and networking event, the delegation advanced mutual recognition of qualifications, deepened collaboration with counterparts, and amplified Hong Kong’s role in shaping the future of engineering.
Deepening ties with sister institutions
The visit began with a full day of engagements at longstanding sister institutions, setting a collaborative tone for the three-day programme. At the Institution of Engineering and Technology (IET), we renewed the reciprocal recognition agreement that formalized mutual recognition of professional qualifications, providing a stronger framework for members to pursue careers and opportunities across both jurisdictions. The delegation then visited the Institution of Structural Engineers (IStructE), where discussions were focused on strengthening cooperation in structural engineering and education, including opportunities for joint activities and knowledge exchange. A subsequent tour of the Institution of Mechanical Engineers (IMechE) headquarters at One Birdcage Walk offered the delegates a first-hand look at the institution’s rich heritage and historic home, underlining the depth of the UK’s engineering tradition.

The second day opened again at the ICE, where the delegation attended the ICE Presidential Address 2025 delivered by their newly appointed President, David Porter. His presidential address offered timely perspectives on the evolving role of the profession, resonating strongly with the HKIE delegation and provided much food for thought.

The delegation then proceeded to the Chartered Institution of Highways and Transportation (CIHT), where yet another Reciprocal Recognition Agreement was signed, broadening the scope of professional mobility and collaboration in the highways and transportation sector. The day closed with the HKIE x HKETO London Cocktail Reception, a lively gathering that brought together more than 100 guests including young engineering professionals and Hong Kong students studying in the UK to exchange ideas, share experiences and celebrate engineering excellence across borders.

“Engineering the Future” in London
Day three was anchored by the HKIE International Conference 2025, held at IMechE under the theme “Engineering the Future”. The conference featured a series of thought-provoking presentations and discussions that captured the spirit of innovation, focusing on how engineers could respond to global challenges and harness emerging opportunities through technology and collaboration.
Distinguished speakers included James Partington, Director of Engineering Policy & Impact at IMechE; Micheal Fong, Director of Civil Engineering and Development, CEDD; Richard Threlfall, former Vice President of ICE; Simon Harrison, Deputy President of IET; Gemma Regniez, Director of External Affairs at the Energy Institute; and Dave Cooper, President Elect of CIBSE. The panel discussion was thoughtfully concluded by our Senior Vice President Ir Prof Frank Chan, who drew together key insights and expressed appreciation to the speakers for their contributions to the shared dialogue on shaping the profession’s collective future.

Building partnerships and shared vision
The afternoon continued with a visit to the CIBSE, where the delegation took part in a dynamic exchange session centred on building services engineering and the transition towards more sustainable, people-centred built environments. Once again, the President’s Protégés impressed the participants with their insightful presentation and evident passion for pushing the boundaries of engineering practice, reinforcing the strong image of Hong Kong’s young engineers as globally engaged, forward-looking professionals.
The visit concluded at Arup London with the “East Meets West: The HKIE Presidential Visit Networking Event”, where the HKIE delegates and the Arup participants explored shared visions, missions and values, underlining a common commitment to engineering excellence and to leveraging cross-cultural collaboration for the benefit of communities in both Hong Kong and the UK.

A platform for future collaboration
Over all three days, the Presidential Visit demonstrated how institutional partnerships, mutual recognition arrangements and youth engagement can work together to advance the profession on a global scale. From formal agreements with leading UK institutions to the enthusiasm of young professionals and students at networking events, the programme showcased the HKIE’s determination to connect Hong Kong engineers with the world and to co-create solutions for the challenges ahead.
The visit will serve as a strong foundation for further collaboration in areas such as joint conferences, professional development, knowledge sharing and leadership development, while opening up new pathways for members to gain international exposure and recognition. As the HKIE continues to “engineer the future”, the relationships strengthened and the new bridges built during this UK visit will remain a lasting asset for the Institution and for the wider engineering community.
香港工程師學會立法會選舉論壇於11月15日順利完成,立法會工程界 功能組別兩名候選人(F1霍偉棟、F2卜國明)應邀出席,闡述政綱和 回應會員的提問,就不同議題積極交換意見。
論壇於學會總部舉行。學會一直與工程界立法會議員保持緊密合作關 係,並期望透過是次論壇,加深會員對兩名工程界組別候選人政綱的 了解。是次論壇吸引逾百名會員線上線下參與,現場座無虛席,亦獲 多家媒體到場採訪。論壇氣氛熱烈,會員積極了解兩名候選人對不同 工程議題的看法。
學會會長周健德工程師表示:「作為香港唯一的法定專業工程師團 體,學會有責任讓會員更充分了解工程界組別候選人,從而投下其手 中神聖的一票。學會呼籲學會會員與香港各界選民於12月7日積極投 票,行使公民權利,為香港及工程界選出愛國愛港、立場堅定、有能 力、有抱負、有擔當的新一屆立法會議員。」
In 2025, the UK Chapter, in collaboration with the Institution of Structural Engineers (IStructE) North Thames Regional Group, organised two heritage walks exploring London’s rich engineering past. We were privileged to have Prof Lester Hillman guide both journeys, bringing history vividly to life.
Sensing the Subterranean
The guided heritage walk on 5 April 2025 explored a range of fascinating underground features beneath central London. The walk began at Holborn Station, above which flows the Fleet River — the largest of London’s subterranean rivers. Our guide, Lester, explained how London’s underworld is a busy maze of rivers and railway tunnels, even influencing major infrastructure decisions such as the abandonment of a proposed Eurostar alignment.
In discussing London’s transport history, Lester shared the remarkable story of Phyllis Pearsall, who famously walked and mapped every street in London to produce one of the first London A-Z maps in the 1930s. To honour her dedication, one of the eight tunnel boring machines (TBMs) used for Crossrail (now the Elizabeth Line) was named Phyllis. A historic moment occurred in 2013 when the TBM Phyllis, tunnelling underground, passed directly beneath 44 Gray’s Inn Road— the site of the original London A-Z map shop — symbolically meeting her namesake above ground.
Another highlight of the tour was the discussion of the London Tunnels Experience. Originally constructed in the early 1940s as deep-level air-raid shelters, the tunnels were later repurposed as a government communications hub, becoming known as the Kingsway Telephone Exchange Tunnels. This hidden network was even immortalised by Ian Fleming, who referenced it as the setting for Q Branch laboratories in his first James Bond novel. After being decommissioned in the 1980s, the 1.6-kilometre tunnel system is now the subject of an ambitious reuse project in the planning and design stages — one that aims to showcase how modern infrastructure can be woven into historic foundations.
The walk also passed Sir John Soane’s Museum on Lincoln’s Inn Fields. While Soane is best known for designing the Old Bank of England Building, Lester shared an intriguing anecdote: the Soane family tomb is believed to have inspired Sir Giles Gilbert Scott in his design of the iconic red telephone box, the K2, now recognised as one of Britain’s most enduring and beloved symbols.

Great Fire of London 1666
On 6 September 2025, Lester led a heritage walk around the Monument — a historic site marking where the conflagration occurred 359 years ago. The Great Fire of London began on 2 September 1666 at the King’s Baker in Pudding Lane. Fuelled by a hot, dry summer, strong winds, and the dense cluster of timber buildings within the City of London, the blaze raged for four days, until 5 September the same year , destroying thousands of houses, parish churches, and other structures.
Following the disaster, King Charles II received various proposals from architects — among them English, French, and Italian, among others — to rebuild the City. Their concept designs, including rational grid plans and grand radial avenues with piazzas, were ultimately rejected. The main reasons were the city’s urgent need for economic recovery and the complex challenges of re-parcelling original landholdings. As a result, the medieval street layout of the City of London was largely preserved, though key improvements were introduced: wider streets, height restrictions, and the use of more fire-resistant materials in the rebuild.
During the walk, we visited several churches that were severely damaged and later partially rebuilt, including St Dunstan-in-the-East, St Mary-at-Hill, and St Magnus the Martyr. At St Magnus the Martyr, Lester explained that the site once marked the approach to the Old London Bridge, which served as the main gateway to the City from Southwark. Houses once built on the bridge, though several on its northern section were destroyed in an earlier fire in 1633. Located only 300 yards from the starting location of the great fire, while St Magnus the Martyr was badly damaged, the earlier misfortune on the Old London Bridge inadvertently created a firebreak, preventing the great fire from spreading south across the River Thames, and the rest is history.
Over the centuries, successive versions of London Bridges have been built, each replacing the last — from the “Old” London Bridge to the “New” London Bridge to the modern London Bridge as we see today. As the famous nursery rhyme reminds us: “London Bridge is falling down.”
The reflections from the walk were multi-dimensional, touching on fire safety, building materials, surveying, urban rebuild, and infrastructure succession. The resilience and ingenuity of Londoners in rebuilding their city after such devastation are commemorated in the Monument and its surroundings, standing today as a testament to recovery through design and engineering.
