Bidding farewell to my legislative career with the song “Time and Tide”
At the final meeting of the Seventh Legislative Council on 23 Oct, I delivered my last speech in the Chamber after thirteen years in LegCo. Looking back on all the ups and downs, the smooth passages and the turbulent moments, and witnessing Hong Kong’s journey from chaos to order, and from order to prosperity, I was filled with emotion. I played the song “Time and Tide” on my saxophone at the LegCo ground lobby. I am truly grateful for the opportunity to serve our community on this platform and thankful to my colleagues, who, through both good and challenging times, have remained united and continued to move forward together. I would also like to express my heartfelt gratitude to my engineer friends for their trust, support, and encouragement, which have enabled me to serve as the representative of the Engineering Functional Constituency in the 5th, 6th, and 7th terms of the HKSAR Legislative Council, for a total of thirteen years. Thank you once again for your unwavering support.
Public works approved at the FC and PWSC meetings in 2025
As of 3 Oct, 67 projects were approved at the FC meetings since Jan this year, involving a total commitment of approximately HK$126.8 billion. The PWSC reviewed 28 funding proposals for public works projects, totaling HK$108.1 billion, all of which have been approved by the Finance Committee. Of these 28 public works projects, approximately HK$31.1 billion, or nearly 30% of the total allocation, is for infrastructure projects in the Northern Metropolis. This demonstrates the Legislative Council's full cooperation with the authorities in accelerating the development of the Northern Metropolis. Approximately 28% of the public works project allocation is related to environmental policy, involving approximately HK$30.5 billion.
Visited Choi Hing Road Light Public Housing in Ngau Tau Kok
Together with the members of Panel on Housing, I visited the Choi Hing Road Light Public Housing project in Ngau Tau Kok on 2 Oct to learn about the latest progress of Light Public Housing (LPH) and the living conditions of residents. We first received a briefing on the works progress, construction costs and resident intake arrangements for the LPH projects. Members then visited a household of LPH to learn about their living environment and how their quality of life have improved after they moved in. Additionally, Members inspected the project’s transportation and ancillary facilities.
Visited Central Kowloon Bypass of Yau Ma Tei Section
Together with the members of Panel on Transport, I visited the Central Kowloon Bypass (Yau Ma Tei Section) on 20 Oct to understand the latest progress of the project, as well as the tunnel facilities and features of the project. I visited the tunnel control centre to learn about the traffic control and surveillance system that will be used in the future. Members then conducted a visit to the tunnel entrance in Kai Tak, the tunnel section, and the Yau Ma Tei Portal to gain a deeper understanding of the drill-and-blast method of the tunnel adopted in the excavation of the tunnel and the tunnel facilities.
Participated in a seasonal influenza vaccination event at the LegCo
On 8 Oct, I was invited by the Secretary for Health to join an event at the LegCo to receive a seasonal influenza vaccination to encourage members of the public and target groups to receive the vaccination.
