Construction Industry Security of Payment Bill was passed at the LegCo

 

As the Chairman of this Bill, I delivered a report about the Bill at the LegCo meeting on 18 Dec. This Bill was passed on the same day and was gazetted on December 27. This ordinance, which has been in the making and under discussion for over a decade, represents a significant milestone. It is expected to improve the supply chain, workflow, and funding chain within the industry. During the deliberation process, stakeholders from diverse backgrounds unanimously expressed their strong desire for this legislation. The ordinance includes an adjudication mechanism and allows parties owed payments to suspend work under certain conditions. This not only ensures fairness but also provides some leverage to relatively "weaker" subcontractors.

Funding projects approved by the FC and the PWSC in 2024

 

During this session, as of December 13, 2024, a total of 58 projects have been approved by the Finance Committee. All projects submitted by the government have been reviewed and completed, involving a total commitment of approximately HK$249.9 billion. Of this amount, HK$188.5 billion is allocated for public works projects. The PWSC reviewed a total of 24 public works funding proposals, with a total allocation amounting to HK$178.9 billion. I oppose approving projects simply for the sake of approval. For instance, I have criticized the Government on the Northern Metropolis Highway investigation for its overly lengthy study period and excessive costs, which ultimately led to pushing the authorities to streamline the process. I will continue to urge the Government to properly handle the relocation of brownfield operations, implement the construction industry park, and advance the Registered Fire Engineer Scheme, among other initiatives.

Joined the Bills Committee on Air Pollution Control (Amendment) Bill 2024

 

The Bill seeks to amend the Air Pollution Control Ordinance (Cap. 311) and its subsidiary legislation. It seeks to amend the air quality objectives and empower the Secretary for Environment and Ecology to amend those objectives by notice published in the Gazette; to provide for the issue of closure notices in respect of a contravention of section 13 of Cap. 311; to revise the scope of “cement works” and the definition of “premises”; to provide for the defence of emergency for certain offences under Cap. 311; to extend the period for making applications to renew licences for the conduct of specified processes; and provide for consequential and related amendments. I joined the Bills Committee in Dec.

 

Raised a question on “Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone”

 

At the LegCo meeting on 11 Dec, I raised a question on “Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone” and asked the Government if they would enhance speed and efficiency in the implementation of the planning of the Hong Kong Park; whether the Government would seek innovation and changes to play a leading role by introducing more preferential policies in respect of land supply, dedicated funding, tax deductions, etc.; and whether the Government would formulate talent training and talent admission programmes for the relevant industries and professional services. Observed camera systems in taxi compartments

 

To leverage the use of technology in enhancing the overall quality of taxi service, the Government proposes to mandate the installation of camera systems and related devices in all taxi compartments, and the provision of electronic payment (e-payment) means by all taxi drivers to provide passengers with more options for fare payment. On 13 Dec, I observed camera systems in taxi compartments with some other LegCo members. I think installing camera systems on taxis will help deter and combat taxi drivers’ malpractices, enhance driving safety of taxis, and safeguard the interests of taxi drivers and passengers in case of disputes.
