Release of research report on youth development

 

On 27 Nov, together with some other LegCo members, I released a research report on youth development which suggests aligning with the “eight centres’ positioning of Hong Kong as set out in the 14th Five-Year Plan and continuing to strengthen support for Hong Kong youth. The key recommendations include establishing a logistics industry academy to nurture cross-border e-commerce talents; implementing border clearance facilitation measures for innovation and technology youth in Northern Metropolis; and creating a “Hong Kong Youth City” in cities within the Greater Bay Area. These measures aim to enhance the development of Hong Kong’s youth, increase upward mobility, and help young people better integrate into the national development framework.

Finished scrutiny of Construction Industry Security of Payment Bill

 

The Bills Committee has completed the scrutiny of the Bill. As the Chairman of the Bills Committee, I held eleven meetings with the administration to seek to facilitate the recovery of payments under construction contracts; to provide a mechanism for speedy resolution of payment disputes under certain construction contracts through adjudication proceedings; and to give a right to a party to a construction contract, under certain circumstances, to suspend or reduce the rate of progress of the construction works or the supply of related goods and services under the contract. The Bill will resume the Second Reading debate at the Council meeting of 18 December 2024.

 

Funding projects approved at the FC and PWSC meetings

 

At the PWSC meeting on 25 Nov, a funding allocation of HK$27.17 billion was approved for carrying out site formation and engineering infrastructure works to support the phase 1 stage 1 development of San Tin Technopole. This project, along with the others, would be submitted to the FC for final funding approval. At the FC meeting on 22 Nov, members approved the creation of a new commitment of HK$33.55 billion for implementing the Subsidy Scheme for Abolition of MPF Offsetting Arrangement.

 

Raised an oral question on “Opening up of the Mainland market to Hong Kong on trade in services”

 

At the LegCo meeting on 20 Nov, I raised an oral question on “Opening up of the Mainland market to Hong Kong on trade in services” and asked the Government whether it would join hands with professional, trade or business associations in Hong Kong to promote co-operation with Mainland professional regulatory bodies for the relevant professional qualifications, and further enhancing the mechanisms for mutual recognition of professional qualifications between the Mainland and Hong Kong to minimise repetitive vetting; whether it would allocate additional resources to promote innovation and digital transformation as well as the development of new quality productive forces in the local industrial, commercial and professional sectors; whether it would seek co-operation with the Mainland authorities and professional organisations to build an international co-operation platform for local enterprises providing professional services. LegCo Panel on Environmental Affairs visited Hong Kong Observatory

 

On 5 Nov, I visited the Hong Kong Observatory (HKO) with other members of LegCo Panel on Environmental Affairs. We aim to understand the latest development of HKO’s work on monitoring and forecasting weather, as well as providing meteorological services. We also visited the Radiation Monitoring and Assessment Centre, the Earthquake Monitoring cum Tsunami Warning Centre and the TV Studio. During the visit to HKO’s History Room, we saw various types of observation instruments and records of typhoon hazard, showing the advancement of meteorological technologies and the spirit of innovation of HKO’s staff.

LegCo Panel on Environmental Affairs visited the plant of Swire Coca-Cola HK

 

On 12 Nov, I visited the plant of Swire Coca-Cola HK and its plastics recycling facility with Panel members on Environmental Affairs to understand the sustainable development plan of recycling and processing plastic products. We visited the museum and production line facilities in the Swire Coca-Cola HK plant and received a briefing on their vision for sustainable beverage product packaging. We also visited the plastic bottles recycling facility of the company.
