Response to the 2026-27 Budget

 

I welcome the Financial Secretary's 2026-27 Budget, which positively addresses key areas for Hong Kong's development. Firstly, on the Northern Metropolis, I am pleased to see the plan to introduce a dedicated bill and allocate HK$150 billion from the Exchange Fund to support this critical project. I urge the government to establish an “Engineering Innovation Sandbox” to fast-track new technologies. Secondly, the increase in annual capital works expenditure to HK$128 billion and the expansion of the bond scheme's borrowing limit to HK$900 billion are positive steps. I will continue to advocate for advancing major projects like Route 11 and the Tsing Lung Bridge. Thirdly, the HK$1 billion injection into the Construction Innovation and Technology Fund (CITF) is a welcome move to boost productivity and safety. Finally, I support conducting a mechanism-based civil service pay review. I believe a justified pay adjustment, coupled with accelerating departmental digitalisation, will enhance morale and efficiency. I will continue to follow up on these initiatives in LegCo to ensure they benefit our industry and the community.

New Hong Kong Railway Standards

 

As the LegCo Member representing the engineering sector, I have shared my views on the newly announced Hong Kong Railway Standards. The government has systematically integrated the previously fragmented technical systems, moving beyond a main reliance on British and European standards to incorporate national and other international codes. This “learning from all” approach lays a solid foundation for future railway development, aiming to shorten project timelines and reduce costs. Importantly, the new standards uphold existing Hong Kong regulations and are adapted to local conditions, ensuring safety and quality are not compromised. By standardising designs and encouraging the use of advanced construction methods and materials, we can increase certainty during the design and construction phases. This will streamline supply chains, enhance cost-effectiveness, and accelerate railway project delivery. Overall, these standards could evolve into a “Greater Bay Area standard,” boosting efficiency, quality, and capacity in Hong Kong's construction sector. Support Long-Term Arrangement for Fire Victims at Wang Fuk Court

 

I commended the Government's prompt and comprehensive long-term housing arrangement for the victims of the Wang Fuk Court fire, announced on 21 Feb. The proposed package is fair, reasonable, and lawful, offering diverse choices, including in-district relocation options. I welcome the enhanced acquisition price, which reflects special consideration for the victims' substantial losses. This unique case sets no precedent. Furthermore, the establishment of a dedicated interpretation team, largely staffed by volunteer civil servants, ensures proper follow-through. I hope this plan is implemented swiftly, enabling residents to rebuild their homes as soon as possible.

 

Attended the "Hong Kong First Green Methanol Bunkering Ceremony"

 

On 5 March, I attended the historic “Hong Kong First Green Methanol Bunkering Ceremony,” where the world's first 9,300 CEU methanol dual-fuel Ro-Ro vessel “Gang Rong” 「港榮輪」successfully bunkered 500 tons of green methanol. This milestone advances Hong Kong's green maritime initiatives “Action Plan on Green Maritime Fuel Bunkering” 《綠色船用燃料加注行動綱 領》 and the shipping industry's low卜 國明 carbon transition.

Visited Hong Kong International Airport (HKIA) and toured the cargo terminal

 

On 6 March, I visited the restricted area of HKIA - not to travel, but to tour the Cathay Cargo Terminal and see the specially recreated “lettuce leaf sandwich” livery on a Cathay Boeing 747 freighter, marking Cathay Pacific’s 80th anniversary. The terminal handles an extraordinary range of shipments, including oversized engineering components. Last year, HKIA processed about 5.03 million tonnes of air cargo—ranking No. 1 globally. I hope the government and industry keep working together for innovation, green development, and smart solutions, ensuring Hong Kong’s aviation logistics stay ahead and keep connecting the world.
