The 51st Annual General Meeting (AGM) of the Hong Kong Institution of Engineers will be held on Tuesday, 23 June 2026 at 7:00pm at Room S421, L4, Hong Kong Convention and Exhibition Centre (HKCEC), 1 Harbour Road, Wanchai, Hong Kong. Details of the 51st AGM will be announced in due course.

Following a complaint laid against a Registered Professional Engineer, Ir WONG Ka Tsun Calvin (R.P.E. in Civil Discipline with R. P. E. No. RP0371060), an Inquiry Committee set up by the Engineers Registration Board under the Engineers Registration Ordinance (Cap. 409) (the “Ordinance”) found that Ir WONG was guilty of a disciplinary offence under Section 20(1)(a) and Section 20(1)(g) of the Ordinance, in that he committed misconduct or neglect in a professional respect, and that he had been convicted in Hong Kong of an offence which may bring the profession into disrepute and sentenced to imprisonment.
Brief particulars of the case are as follows:-
Complaint
The complaint relates Ir WONG’s conviction, while he was a Registered Professional Engineer, by the District Court on 27th October 2023 of four counts of conspiracy to use false instruments viz. Independent Checking Certificates and Environmental Assessment Report while he was the Principal Engineer of a consulting firm, contrary to Sections 73 and 159A of the Crimes Ordinance, for which Ir WONG was sentenced to 24 months’ imprisonment on 15th November 2023. Ir WONG’s registration expired on 1st July 2024.
Decision of the Inquiry Committee
The Inquiry Committee considered that the offences which Ir WONG had been convicted of are very serious in nature which would bring the engineering profession into disrepute. Therefore, Ir WONG committed a disciplinary offence under Section 20 (1) (g) of the Engineers Registration Ordinance. Further, as the offences were committed by Ir WONG in his capacity as a Registered Professional Engineer, the Inquiry Committee also considered that Ir WONG had committed a disciplinary offence under Section 20 (1) (a) of the Ordinance.
Having considered:-
(a) The seriousness of the disciplinary offence;
(b) The fact that Ir WONG was no longer a Registered Professional Engineer,
the Inquiry Committee ordered that the Board shall not accept an application from Ir WONG for registration as a Registered Professional Engineer for a period of two years from the date of the order i.e. 1st December 2025.
根據《工程師註冊條例》(第409章)(下稱「該條例」)設立的工程師註冊管理局轄下研訊委員會,接獲對註冊專業工程師黃嘉進工程師(土木界別註冊專業工程師,註冊編號:R P0371060)的投訴後,裁定黃工程師犯有該條例第20(1)(a)及第20(1)(g)條所述的違紀行為,即其在專業方面有失當或疏忽行為,且曾在香港被判刑事罪名成立,並被判處監禁,而該罪名可能損及工程師專業的聲譽。
有關案件的簡要資料如下:-
投訴
投訴關於黃工程師在擔任註冊專業工程師期間,作為某工程顧問公司的高級工程師時,被區域法院於2023年10月27日裁定四項串謀使用虛假文書(包括獨立審核證書及工程對生態的影響作出書面報告)罪名成立,違反《刑事罪行條例》第73條及第159A條,並於2023年11月15日被判處24個月監禁。黃工程師的註冊資格已於2024年7月1日屆滿。
研訊委員會的決定
研訊委員會認為黃工程師被定罪的罪行性質嚴重,會損害工程專業的聲譽。因此,黃工程師觸犯《工程師註冊條例》第20(1)(g)條的違紀行為。此外,由於相關罪行是在黃工程師以註冊專業工程師身份執行職務時犯下,研訊委員會亦裁定其觸犯該條例第20(1)(a)條的違紀行為。
經考慮:
(a) 違紀行為的嚴重性;
(b) 黃工程師已非註冊專業工程師,
研訊委員會命令管理局自命令日期(即2025年12月1日)起計
兩年內,不得接納他要求註冊為註冊專業工程師的申請。
Corporate Membership has satisfied the Commissioner for Labour in respect of section 6BA(4), Cap 59 since 1998 on the understanding that Corporate Members have undertaken a minimum unit in the Continuing Professional Development (CPD) programmes, which include updates on occupational health and safety legislation. On the basis that Corporate Members will continuously update their knowledge in occupational safety and health through CPD, Corporate Members of the HKIE do not need to take mandatory basic safety training before entering construction sites.
Please note that the HKIE is required to provide such CPD records concerning the recognition of the Corporate Members’ training for the purpose of section 6BA, Cap 59 upon the request of the Labour Department.

Since 1 January 2019, competence-based approach to CPD activities has been fully implemented as part of CPD requirements for Corporate Members. Corporate Members are required to undertake, out of the 30 hours per year, at least 5 hours each for two areas of CPD activities, namely “Discipline-Specific Technical Matters” (DSTM) and “Broader Areas of Studies” (BAS) or “General Professional Matters” (GPM). In 2021, the HKIE further updated the CPD requirements for its members. Corporate Members are required to attend at least 3 hours per year of CPD activities related to “Health and Safety” (H&S) effective for CPD declaration from 2022 onwards.
Corporate Members are required to complete and return an annual CPD Declaration Form together with the membership subscription advice to the Institution. A random checking, usually 1% sampling, on all Corporate Members, will be conducted on an annual basis. Members who are selected for checking will be asked to submit their evidence of CPD.
The following actions shall be taken in case of non-compliance:
- Corporate Members will receive a warning letter if they fail to comply with the CPD requirement for the first year that they were selected for sampling, and will be asked to submit their CPD attainment again for the following year; Warning letters will be issued to Corporate Members who fail to comply in two consecutive years. The HKIE Continuing Professional Development Committee (CPDC) will also follow up with those Corporate Members on the reasons of non-compliance;
- Corporate Members who fail to comply with the CPD requirement again in the second year may be asked to submit their CPD attainment for the following year and be invited to an interview with CPD Committee Representative(s) or to attend specific HKIE CPD activities proposed by the CPDCSP; and
- Corporate Members who fail to attend the interview or the specific HKIE CPD activities in the third year may have their names published on the HKIE website and the HKIE journal; the frequency of which shall be determined by the CPDC.

The online CPD logbook service is now in operation to provide solely for members of the HKIE to record their personal CPD activities. Members are invited to enter the Member Login area of our website to access to this online free-of-charge CPD logbook for keeping a systemic record of their CPD participation.
For trainees who are under the formal training schemes of the HKIE, they will remain to be required to record their CPD activities in the Record of CPD with endorsement by their Engineering Supervisors.

The Engineering Council (UK) implemented “SARTOR3” system from 1999. Accredited MEng degrees or accredited BEng degrees plus matching sections are required to satisfy the academic requirements for Chartered Engineers in the United Kingdom. The HKIE is a signatory to the Washington Accord and the HKIE recognizes the accredited MEng or accredited BEng degrees plus matching sections of the Engineering Council (UK) from first intake year 1999 as satisfying the academic requirements for Member of the HKIE.
With effect from 1 March 2004, the “SARTOR3” system has been replaced by the “UK-SPEC”. The Engineering Council (UK) has revised UK-SPEC and has implemented it from 31 December 2021. The academic requirements for Chartered Engineers (CEng) Registration are:
- An accredited Bachelors degree with honours in engineering or technology, plus either an appropriate Masters degree or engineering doctorate accredited by a Licensee*, or appropriate further learning to Masters level
- An accredited integrated MEng degree
- An accredited Bachelors degree with honours in engineering or technology started before September 1999
- Equivalent qualifications or apprenticeships accredited or approved by a Licensee*, or at an equivalent level in a relevant national or international qualifications framework
*Licensee is the engineering institutions that have been licensed by the Engineering Council (UK) to assess individuals for professional registration.
The HKIE shall accept graduates from the UK as satisfying the academic requirements for Member of the Institution if they could provide document proof from the Engineering Council (UK) that they have satisfied the academic requirements (i) to (iii) above for Chartered Engineers (CEng) Registration.
Corporate Members and Associate Members who have been removed from the membership roll (due to resignation or striking off by Council resolution) for more than seven years will be required to submit fresh applications should they wish to re-join the Institution. All other grades of members who have been removed from the membership roll (due to resignation or striking off by Council resolution) for more than three years will be required to submit fresh applications should they wish to re-join the Institution. Subject to the above, the current payment scale for reinstatement of membership other than for non-resident members, is a reinstatement fee of HK$440 (for administration purpose), plus all arrears in subscription. The arrears in subscription shall be subject to a maximum of three years’ subscriptions prior to the application for reinstatement of membership.
Non-resident members who apply for the reinstatement of membership as non-resident members shall only be required to pay a reinstatement fee of HK$440; all arrears in subscription shall be waived. All other requirements for reinstatement of membership shall remain unchanged.
Starting from Financial Year 2024-2025, Corporate Members (Fellows, Members) and Associate Members can access their e-membership card in the Member Login Area under “Services” > “My Membership Card” five working days after the settlement of membership subscription for that financial year.
In addition to the issue of e-membership card, Corporate and Associate Members in need will be offered a choice of receiving a physical membership card for use upon entering construction sites. The statement “This member of The Hong Kong Institution of Engineers has satisfied the Commissioner for Labour in respect of Section 6BA(4), Cap. 59” will be included in the physical membership card only. Members who wish to receive a physical membership card will need to indicate their preference and make a declaration on satisfying the CPD hours as required related to health & safety for the 12 months preceding the renewal of membership (i.e. since 1 April of the previous year). Upon the settlement of the membership subscription fee and completion of the declaration, the physical membership card will be issued accordingly.

As the incumbent Chairperson of the Engineering Forum, I would like to provide the following review and update toward the development of the organisation.
Back in March 2011, a group of enthusiastic HKIE members incorporated the Engineering Forum (EF), stemming from the vision dedicating to the advancement of the Institution’s goal: promoting a positive image of the engineering profession by voicing engineers’ perspectives on issues that matter to our community. Approved by the HKIE Council, EF was established as an independent entity to fulfil this mission. It served as a vital platform to spark engineers’ interest in diverse community affairs, to articulate professional viewpoints effectively and promptly, and to encourage greater participation from younger engineers.
Over 15 remarkable years, EF evolved into a respected and credible voice for the profession. From its early days, it formed an Editorial Group (2011/2012) that published four research-based press releases addressing pressing public concerns, including the Hong Kong-Zhuhai-Macao Bridge, Legislative Council vacancy arrangements, housing policy, and government secretariat reorganisation. In 2012/2013, seven research groups were established to deepen insights into critical areas such as unauthorised building works and construction industry manpower.
EF also ensured engineers’ expertise reached policymakers. As a member of the Construction Industry Alliance (CIA), it joined the 2016 press conference and public parade against Legislative Council filibustering to protect the industry and livelihoods. During key election periods, EF organised highimpact forums including Chief Executive Candidate Forums in 2012 and 2017, and the Legislative Council (Engineering Functional Constituency) Election Forum in 2025. These forums allowed candidates to present manifestos and engage directly with members. In 2023, a Sharing session on the spirit of the “Two Sessions” offered valuable insights into national developments and their implications for Hong Kong.
EF broadened horizons beyond local issues to the Greater Bay Area (GBA). In 2023, our Task Force on Public Relations organised a delegation to the GBA to explore innovation and technology opportunities, fostering collaboration between engineering talents between Hong Kong and the Mainland.
True to its commitment to engaging young engineers, EF involved them in research projects and, since 2023, co-organised and sponsored the Infrastructure Building Competition (IBC) for secondary schools, with a goal to nurture future leaders from an early age.
At our 14th Annual General Meeting on 30 January 2026, with our core missions successfully fulfilled amid evolving societal needs, EF resolved to dissolve. This is not an ending, but a dynamic transition and a moment to celebrate what we have achieved together and to entrust the torch to others.
We extend our deepest gratitude to the Founder Members, Boards of Directors past and present, and every Member and supporter whose dedication, wisdom, and passion made EF’s journey possible. Your contributions in public relations, research, editorial work, and decision-making have left an enduring mark on the engineering profession and our community.
Upon dissolution, EF is proud to donate its remaining assets to the HKIE as a designated fund to support educational initiatives, particularly on the President Ir Alice Chow’s inspiring initiatives “工程Seeds”, which introduces secondary students to the wonders of engineering, and to support our long-term ally, the Hong Kong Construction Association’s Infrastructure Building Competitions.
Though EF closes this chapter, our spirit of professional advocacy and engagement lives on. We look forward to crossing paths again in new roles, continuing to serve the engineering profession and our society with the same dedication!
