I took the LegCo Oath on 1 January 2026. It is both an honour and a privilege to have the opportunity to serve the community through the LegCo platform, following over 40 years of public service, including my service as Council Member, Vice President, and President of the HKIE.

Gauged views from engineering and construction bodies

 

To gauge industry views - particularly concerning the upcoming Budget - I have initiated consultations with major engineering and construction bodies. These include the Hong Kong Institution of Engineers (HKIE), the Hong Kong Construction Association, the Construction Industry Council, the Association of Consulting Engineers of Hong Kong, the Federation of Innovative Technologies and Manufacturing Industries, the Hong Kong Federation of Electrical and Mechanical Contractors, the Ten Plus One Government Engineers Associations and some others. These consultations will continue to inform my work upon my official confirmation as a LegCo member.

Met with the Task Force on Emergency Accommodation Arrangements

 

Together with other LegCo members and representatives of Business and Professionals Alliance (BPA), I met with the Task Force on Emergency Accommodation Arrangements, including its Lead Coordinator, Deputy Financial Secretary Mr Michael Wong Wai-lun, as well as Deputy Chief Secretary for Administration Mr Cheuk Wing-hing and other officials. In the meeting, I highlighted three key recommendations in response to the Wang Fuk Court fire.

Delivered my maiden speech on the Government motion "Support and Rebuilding Work after the Fire at Wang Fuk Court in Tai Po"

 

At the LegCo meeting of 14 Jan, I addressed the Government motion “Support and Rebuilding Work after the Fire at Wang Fuk Court in Tai Po” and stressed the need to confront the root causes and prevent future disasters. On long-term rebuilding, I noted that repair is no longer viable due to extensive fire damage, while on-site redevelopment could take up to nine years because of ownership and investigation issues. I highlighted an alternative proposal to rebuild on a nearby, ready-to-use public housing site to significantly shorten the timeline, while emphasizing that any final decision must respect residents’ wishes and balance compassion, reason, and the rule of law. I proposed further enhancements, such as tightening eligibility for owners’ corporations, strengthening the URA’s role in tender evaluation, improving oversight of consultants and contractors, reinforcing cross-departmental enforcement against bid rigging, and imposing stricter regulation and sanctions on professional practitioners. Delivered a speech on the motion "Improving the Management of Building Maintenance Works"

 

At the LegCo meeting of 14 Jan, I delivered a speech on the motion “Improving the management of building maintenance works”. I pointed out that the tragic fivealarm fire at Tai Po’s Wang Fuk Court exposes serious deficiencies in the regulation of building maintenance works and highlights the urgent need for reform. A key weakness lies in the owner corporation-led tendering system, which is vulnerable to bid rigging when owners lack professional expertise, resulting in inflated costs, poor workmanship, and safety risks.
