
More than 550 new and familiar faces gathered together for the New Members’ Reception
The Institution hosted the second New Members’ Reception for Session 2025/2026 on 6 June 2026, welcoming more than 550 newly admitted members and their guests.
President for Session 2025/2026 Ir Alice Chow delivered the welcome address, extending her congratulations to the new members and encouraging them to make the most of forthcoming opportunities by actively engaging with the Institution and contributing to the advancement of the engineering profession.
A highlight of the Reception was the inaugural Pledge Ceremony. Led by the Institution’s Officers together with the Chief Executive and Secretary, the newly admitted members stood in solemn affirmation of their commitment to uphold the honour, integrity and dignity of the engineering profession, and to abide by the Institution’s Rules of Conduct. This inaugural moment symbolises unity, responsibility and a shared commitment to excellence in engineering.
Certificates were presented to newly admitted Fellow Members, Members, and Associate Members. The Reception also provided a valuable platform for new members to connect with Past Presidents, Council Members, Division Chairmen, Discipline Representatives, and Standing Committee Chairmen.

On 3 June 2026, The Hong Kong Institution of Engineers (HKIE) and The Hong Kong University of Science and Technology (HKUST) successfully held a Memorandum of Understanding (MoU) Signing Ceremony at the Chan Yat Mei Sophie Room, HKIE Headquarters, Causeway Bay.
The MoU establishes a collaborative framework between HKIE — represented by EG Division, EL Division and BS Division and The HKUST to advance the development and application of BuildingIntegrated Photovoltaics (BIPV) systems in Hong Kong.
Under the MoU, the Parties will jointly conduct a study on BIPV systems for application in the Hong Kong Special Administrative Region. The Study will review relevant Greater Bay and international standards and develop recommendations covering design, installation, commissioning, maintenance and safety requirements, with the aim of supporting safe, reliable and effective implementation of BIPV systems locally.
Beyond the Study, the MoU provides a broader platform for collaboration, including professional and academic exchange, joint seminars and workshops, and regular meetings to review progress and explore new initiatives of mutual interest.
The ceremony was officiated by Ir Alice Chow, our President for Session 2025/2026, and Prof Qu Huamin, Dean of the Academy of Interdisciplinary Studies of The HKUST. In her welcome remarks, she highlighted the strategic importance of integrating renewable energy into Hong Kong’s built environment and emphasised the significance of collaboration between the professional engineering community and academia. Prof Qu reaffirmed the university’s commitment to interdisciplinary innovation and sustainable infrastructure development.
The MoU was signed by Ir Brian Ng, Chairman of the EG Division for Session 2025/2026; Ir Tim Leung, Chairman of the EL Division for Session 2025/2026; Ir John Chan, Chairman of the BS Division for Session 2025/2026; and Prof Xiang Changying on behalf of The HKUST. The signing was witnessed by Ir Alice Chow, Senior Vice President for Session 2025/2026 Ir Prof Frank Chan, and Chief Executive and Secretary Ir Prof Alfred Sit, and Prof Qu Huamin.
The signing of this MoU marks an important step in strengthening professional and academic collaboration to support sustainable building technologies and Hong Kong’s longterm energy transition.

On 16 June 2026, The Hong Kong Institution of Engineers (HKIE) marked a milestone with the release of two research studies. Led by the Task Force on Engineering Excellence and Standardisation, the Institution published Practical Approaches to Smart Site Safety System (4S) Adoption and the Research Report on Carbon Management for Infrastructure and Building Works of Hong Kong.

Together with the recently issued Best Practices for MiMEP, these publications represent a coordinated effort to elevate the construction industry through technical innovation, institutional advancement, and practical implementation.

They were joined by Task Force members Ir David Lau, Ir Dr Bruce Chong, Ir Dr Alexander Zhou, Ir Melody Wong, and Ir Joe Wong.
Driving the low-carbon transition
Aligned with the country’s 15th Five-Year Plan and its dual carbon goals, the carbon management study establishes a comprehensive framework for infrastructure and building works in Hong Kong and the Greater Bay Area. A central recommendation calls for the industry to move beyond compliance-driven carbon reporting toward strategic, full-spectrum carbon management. The report proposes a structured framework built on four key pillars: carbon assessment, governance, data management and digital platforms, and policy coordination.
By embedding whole-life carbon considerations into the earliest stages of design and construction, the framework seeks to standardise emissions boundaries and key performance indicators across projects. This proactive approach positions sustainability as a core decision-making principle rather than a secondary consideration, equipping the industry for an inevitable and systemic low-carbon transition.
Enhancing safety through Smart Systems
Complementing the sustainability roadmap, the 4S practical guidelines set out an operational blueprint to enhance occupational safety at construction sites. Shifting from reactive incident management to preventive risk control, the guidelines advocate automated hazard detection and alerts through a Central Management Platform (CMP). The platform integrates site data and establishes a clear three-tier response mechanism—reminders, alarms, and emergency actions—enabling timely and proportionate intervention.
While leveraging advanced technologies, the framework remains firmly human-centric. The Task Force introduces the “IDEAS” (Identify, Deploy, Evaluate, Adjust, Scale) iterative model to guide the gradual integration of artificial intelligence into site operations. Supported by robust AI governance principles, including a “human-in-the-loop” approach, the guidelines ensure that technology strengthens—rather than substitutes—the professional judgement and oversight of engineers.
A sustainable roadmap for the industry
Collectively, these studies articulate a practical and forwardlooking roadmap for the construction sector. By promoting the adoption of structured technical standards and governance frameworks, HKIE continues to reinforce Hong Kong’s leadership in delivering safe, innovative, and lowcarbon infrastructure within the region.
