Over the past month, the Institution has continued to advance its transformation in support of its long‑term vision. Beyond day‑to‑day operations, priority has been placed on strengthening governance capability, reinforcing institutional resilience, and establishing integrated systems that will sustain HKIE’s relevance and leadership in an increasingly complex and fast‑evolving professional landscape.

 

A major milestone was reached at the end of April with the official launch of the HKIE Digitalisation Project under the Time to Change Roadmap. More than a systems upgrade, this initiative represents a step change in how the Institution governs, operates, and delivers value to members. The comprehensive enhancement and rebuilding of the Main Website and Members Login Area, together with the implementation of the new Membership Management System and Event Management System, and the consolidation of Division and Committee websites onto a unified platform, has established a robust and future‑ready digital foundation for HKIE’s continued development.

 

From a governance and operational perspective, this transformation enhances transparency, strengthens data stewardship, and improves institutional agility. Streamlined membership and event processes now support more efficient service delivery and better decision‑making. Importantly, the upgraded digital environment provides members with a more seamless and accessible engagement experience. Ongoing optimisation will ensure that our digital capability remains aligned with strategic priorities and responsive to evolving professional expectations.

 

At the strategic policy level, the Institution remains actively engaged in matters concerning Hong Kong’s integration with national development priorities, including alignment with the “15th Five-Year Plan for National Economic and Social Development of the People’s Republic of China” (the 15th Five-Year Plan). A framework has been established to consolidate perspectives across disciplines, ensuring that technical expertise is systematically synthesised into coherent and forward-looking policy recommendations. Through this mechanism, the Institution continues to fulfil its role as a professional authority that translates engineering knowledge into practical contributions to public policy discourse.

 

Operating under the principle of “One Country, Two Systems,” the engineering profession occupies a distinctive position in connecting Hong Kong’s established strengths with broader national strategies. The Institution will continue to provide objective, evidence-based input while facilitating constructive dialogue between the profession and relevant stakeholders at both local and national levels.

 

As part of this engagement, a dedicated workshop was convened on 2 June 2026, bringing together members from diverse disciplines to discuss strategic positioning, innovation and technology advancement, infrastructure development, and cross-boundary collaboration opportunities within the national development framework. The insights generated will inform the Institution’s forthcoming submissions and further strengthen its policy advocacy and professional advisory work.

 

Innovation and entrepreneurship remain critical pillars of Hong Kong’s future competitiveness. On 27 May 2026, the Institution renewed its partnership with Cyberport through the MoU Renewal Ceremony and Enginpreneurs Showcase. Since 2023, eight HKIE‑nominated teams have secured incubation opportunities at Cyberport, with projects spanning artificial intelligence, smart infrastructure, sustainable construction, and environmental technologies. Several initiatives have progressed to pilot applications in collaboration with government departments and industry stakeholders. The renewed partnership signals a deeper institutional commitment to cultivating engineer‑led innovation and strengthening pathways from technical concept to market deployment.

 

Equally significant is the strategic investment in future talent through EngSeeds. The Collaboration MoU Signing Ceremony held on 28 May 2026 brought together eight leading tertiary institutions and participating secondary schools in a unified commitment to nurture the next generation of engineers, with the support of the Education Bureau. The pilot phase, commencing shortly and running through the end of the year, will establish an evidence‑based model for early engineering engagement ahead of full implementation in the forthcoming academic year. This initiative reinforces HKIE’s responsibility not only to serve current members, but also to safeguard the long‑term sustainability and vitality of the profession.

 

Across these initiatives, the focus extends beyond coordination to ensuring structure, continuity, and strategic alignment. By strengthening digital infrastructure, enhancing policy engagement mechanisms, fostering innovation ecosystems, and investing in youth development, HKIE continues to build institutional capacity in support of its evolving mandate and long‑term professional responsibilities.

 

Looking ahead, the Institution stands at an important juncture as we build on our foundations and chart the next phase of development. Working in close collaboration with the Council, Committees, Divisions, and strategic partners, we will continue to translate vision into action and strategy into tangible outcomes. The 50th Anniversary Supplement not only commemorates our journey, but also serves as a platform to reflect on our collective achievements and to look boldly towards the future (Link).

 

As we prepare for this significant milestone, our ambition goes beyond celebration. We aspire to shape HKIE into a more agile, digitally advanced, and globally connected professional institution — one that leads innovation, cultivates the next generation of engineering talent, and contributes meaningfully to Hong Kong’s and the nation’s sustainable development. With clarity of purpose and unity of effort, we will continue to strengthen the profession and amplify its impact on society.


COUNCIL NEWS – MAY MEETING

Council Election

On 14 May 2026, the Council elected Ir Prof Frank CHAN Fan as the President of the Institution for Session 2026/2027 in accordance with Article 16 of the Constitution.

      

At its special meeting on 16 April 2026, the Council resolved to nominate Ir CHIANG Tung Keung as candidate for election as Vice President on the day of the 51st Annual General Meeting (AGM) on 23 June 2026.  The re-election of incumbent Vice Presidents Ir Rupert LEUNG Kwok Yiu and Ir William LUK Wai Lam will also be conducted on the same day.  There are five vacancies for Elected Ordinary Members up for election on the day of the AGM and the nomination will close on 2 June 2026.

Reciprocal Recognition Agreement (RRA) with the Hong Kong Institute of Qualified Environmental Professionals (HKIQEP)

On the recommendation of the Qualification and Membership Board, the Council approved the proposed RRA with HKIQEP.

 

MOU between the HKIE and The Hong Kong University of Science and Technology (HKUST) 

On the recommendation of the Learned Society Board (LSB), the Council approved the proposed MOU between the HKIE and HKUST.

 

Establishment of “工程 Seeds (EngSeeds)” Programme

On the recommendation of the LSB, the Council approved the proposed “工程 Seeds (EngSeeds)” MOU to be signed with the participating universities.

 

Proposal on Waiver of Admission-related Fees for Associate Membership

On the recommendation of the Administration Board, the Council approved the proposal on waiver of admission-related fees for Associate Membership for one year and to review annually.

 

Establishing term limits for Divisions’ Committee Members

On the recommendation of the LSB, the Council approved the proposed establishment of term limits for Divisions’ Committee Members.

 

Proposed Amendments Relating to Mandatory Continuing Professional Development (CPD) for Corporate Members

On the recommendation of the LSB, the Council approved the proposed amendments relating to Mandatory CPD for Corporate Members who failed to meet the requirements.

 

Follow-up Items on Governance Review

On the recommendation of the Administration Board, the Council approved the proposed follow-up items on Governance Review.

 

Membership of the International Affairs Committee (IAC) for Session 2026/2027

On the recommendation of the IAC, the Council approved the proposed IAC membership composition for Session 2026/2027.
