Submit proposals for the 2026-27 Budget
Together with some Business and Professionals Alliance for Hong Kong (BPA) LegCo members, I met with the Financial Secretary to submit proposals for the 2026–27 Budget. Centred on “Proactively Aligning with the 15th Five-Year Plan, Innovative Solutions for Development with People at Heart”「主動對接『十五五』規 劃 創新思路 發展惠民」, the submission includes 130 recommendations across 13 areas. I put on key suggestions focused on three areas: advancing the Northern Metropolis via a dedicated Bill and development fund; accelerating infrastructure investment; and enhancing site safety by banning smoking and Styrofoam and mandating registered engineers for major renovation works.

Speech regarding the motion of “Formulating a development vision for the HKSAR to actively dovetail with the National 15th Five-Year Plan”
Among other speeches, at the LegCo meeting on 21 Jan, I delivered a speech regarding the motion of "Formulating a development vision for the HKSAR to actively dovetail with the National 15th Five-Year Plan". I urged the government to establish a high-level coordination group to leverage Hong Kong's strengths, particularly in engineering innovation. I further proposed deploying more R&D centers in the Northern Metropolis and promoting mutual recognition of professional standards in the Greater Bay Area.
Meeting with the Securities and Futures Commission (SFC)
On 21 Jan, together with BPA LegCo members, we met with SFC to discuss their key priorities for the coming year. We recognize the SFC's vital role in maintaining market integrity, protecting investors, and upholding Hong Kong's status as an international financial centre through its professional, efficient, and globallyaligned regulatory framework. We urged the SFC to continue balancing regulation with development, supporting policies that enhance the industry's long-term competitiveness and robust growth.
Visit Northern Metropolis
On 19 Jan, together with BPA LegCo members, I visited the Northern Metropolis. The first stop was the Innohub at the Loop, where officials outlined the overall development strategy. The delegation then proceeded to the Kwu Tung North site. Engineers highlighted largescale public and private housing projects. Two key innovations were introduced: Hong Kong's first "bridge rotational construction" technique for the Fanling Bypass, and the world's first application of ultra-highstrength domestic S960 steel in the circular footbridge at Lung Yeuk Tau Interchange.

Submit a newspaper article on the mandatory seatbelt use on buses
Regarding the recent public debate over mandatory seatbelt use on buses, I published a newspaper article on 3 Feb, noting that seatbelt use is common internationally. Policy implementation requires adjustment. Concerns include comfort, maintenance, and the inconvenience of three-point seatbelts, especially for the elderly and children. I proposed a risk-based approach: requiring three-point belts for high-risk seats, allowing twopoint belts elsewhere, and adding emergency cutters to enhance safety and practicality.
Meeting with government officials to discuss building management issues
Together with fellow LegCo Members, I met the Secretary for Home and Youth Affairs, Alice Mak, to discuss building management issues. The Department has begun the next-stage review of the Building Management Ordinance, proposing five amendment directions to enhance transparency, accountability and governance of owners’ corporations, while better protecting property owners’ interests. We exchanged views on practical implementation issues and hope to finalise the concrete legislative proposals as soon as possible for submission to the LegCo for deliberation.
Bringing New Year blessings to the public
Together with fellow LegCo Members, I attended a New Year celebration hosted by the BPA in Central on 10 February. I wish everyone a prosperous Year of the Horse and pray that Hong Kong will continue to enjoy stability, harmony, and prosperity in the years ahead.
