The HKIE Annual Dinner was held on Friday, 17 April 2026 at the Convention Hall of the Hong Kong Convention and Exhibition Centre, drawing an impressive attendance of over 970 members and guests. The Institution was honoured by the presence of The Hon Paul Chan, Financial Secretary of the Government of the Hong Kong Special Administrative Region, as the principal guest of the evening.


President Ir Alice Chow marked the dinner by reflecting on engineering’s enduring contribution to Hong Kong’s transformation and its responsibility in shaping the future. She highlighted initiatives to inspire the next generation through the「工程 Seeds」 programme, to foster entrepreneurship via the Enginpreneurs initiative, and to strengthen collaboration and professional standards in the Greater Bay Area. She emphasised the Institution’s growth and diversity, underscoring that through collective leadership and shared values, engineers will continue to guide Hong Kong’s long-term development.

 

In his address, Financial Secretary The Hon Paul Chan emphasised that Artificial Intelligence, Green Transition, and our nation’s high-quality development are the three transformative drivers reshaping the profession. To present distinguished members with awards worthy of their accomplishments, the Institution was pleased to confer The HKIE Honorary Fellow 2026 to Ir Prof Philip C H Chan and Dr Roy C P Chung. The HKIE Gold Medal 2026 was awarded to Ir Dr Jacob C P Kam, while Ir Mandy M Y Leung received The President’s Award 2026. The Young Engineer of the Year Award 2026 was also presented at the dinner, with Ir Mimi Y M Kot named the winner, and Ir Daphne W M Chan and Ir Marion K W Kan receiving Certificates of Merit.

 

The HKIE Grand Award was also presented during the Dinner, championing members’ exemplary contributions to Hong Kong’s development. The winners were:

Address by President Ir Alice Chow at the HKIE Annual Dinner

The Honourable Paul Chan, Financial Secretary of the Hong Kong Special Administrative Region; distinguished guests; fellow engineers; ladies and gentlemen — good evening.

 

Financial Secretary, we are deeply honoured by your presence tonight. Your support for innovation, infrastructure and long‑term development is of great importance to our profession, and we thank you sincerely.

 

Last year, we proudly celebrated the 50th Anniversary of The Hong Kong Institution of Engineers. Fifty years may seem brief in history, yet in engineering terms it represents generations of dedication, countless projects completed, and a city profoundly transformed.

 

As we move beyond our Golden Jubilee, we now enter a new era — one that builds upon strong foundations while embracing fresh responsibilities and new possibilities.

 

I often return to a simple but fundamental question: Why do we build?

 

Years ago in northern Afghanistan supporting humanitarian efforts, I saw how damaged infrastructure left communities vulnerable. By repairing water systems and facilities, engineers restored dignity and safety. That experience shaped my belief that engineering is, at its heart, a caring profession.

 

Nurses care for individuals at the bedside. Engineers care for entire communities through safe buildings, resilient transport, reliable energy, digital connectivity and clean water. Different tools, same purpose: safeguarding human wellbeing.

 

This conviction is the foundation of my Presidential Theme: Together We RISE — with Resilience, Innovation, Sustainability and Equity.

 

These four pillars are not slogans. They are commitments.

 

  • Resilience, because uncertainty is part of our global landscape.
  • Innovation, because progress requires courage and creativity.
  • Sustainability, because our work must stand for generations.
  • Equity, because engineering must serve society inclusively.

 

Every day in Hong Kong, millions rely on infrastructure that functions safely and reliably. Behind that quiet reliability are thousands of engineers across our Institution.

 

If we are to sustain excellence, we must invest in the next generation. One initiative now under planning is 「工程 Seeds」, designed to introduce students to engineering in an inspiring way. The vision is clear — planting confidence, nurturing curiosity, and cultivating resilience. What we plant today will grow into the engineers of tomorrow.

Recently, the HKIE Carnival gave us a glimpse of this potential. Families and students engaged with engineers through demonstrations and interactive booths, sparking excitement. 「工程 Seeds」 will build on this momentum, inspiring the next generation to see engineering as a caring profession.

 

For members ready to innovate further, our Enginpreneurs initiative with Cyberport continues to support those transforming ideas into enterprises. Seven projects have already secured funding, each representing not only technological innovation but personal courage.

 

Beyond Hong Kong, we are strengthening regional collaboration. This year, we established the Task Force on Engineering Excellence and Standardization in the Greater Bay Area. As integration accelerates, alignment of standards becomes increasingly important. Harmonisation enhances safety, efficiency and mutual trust, ensuring engineers across the region can work together seamlessly.

 

Building on this, HKIE has also taken a leading role in shaping professional standards through the Greater Bay Area Regional Competence Framework. In June 2024, we joined the Greater Bay Area Federation of Engineering Organisations and co‑developed the framework, aligned with international benchmarks yet tailored to local needs. It was officially launched at the 4th Greater Bay Area Engineers Forum in Guangzhou, attended by over 400 professionals.

 

Together, the Task Force and the Competence Framework demonstrate HKIE’s commitment to setting standards, strengthening our role in national development, and ensuring our profession remains globally benchmarked.

 

As we welcome the 15‑5 New Year, Hong Kong’s future is guided by the National 15th Five‑Year Plan and the city’s “1‑5‑5” strategy. Within this framework, 109 major engineering projects have been identified, spanning transport networks, energy systems, water management, digital infrastructure and green transformation. Together, these projects form a blueprint for Hong Kong’s transformation in the coming decade, and they will demand the very best of our profession. Without engineering, strategic direction remains aspiration. With engineering, it becomes achievement.

 

This anniversary year is also personally meaningful. In December 2025, HKIE celebrated its 50th Anniversary, and I had the honour of serving as the first female President in our history.

 

When I studied engineering in the UK, I was one of only two women in my programme. At that time, I did not think about being a “first.” Standing here tonight, I am deeply aware that this milestone reflects the openness and professionalism of our Institution.

 

Today, female engineers represent 13% of our membership. Progress is visible and meaningful. Our membership now exceeds 32,000. Growth matters, but what defines us more deeply are our values: professionalism, responsibility and public trust.

 

To celebrate these values, the Institution will present a commemorative exhibition, building on the Legacy Award roving exhibition first launched at last year’s Annual Dinner. This April, the exhibition will travel to Beijing, with the Opening Ceremony on 20 April. We are honoured that the Secretary for Development will join us as Guest of Honour. Secretary Bernadette, we extend our heartfelt thanks for your steadfast support of the engineering profession.

 

As we honour our proud heritage through this exhibition, we also look to the future with new initiatives. In this Session, the Institution has introduced a new class of Adjunct Fellows under Non‑Corporate Membership. This class honours distinguished non‑engineers whose contributions have advanced the engineering profession, and warmly welcomes them into the HKIE family. I am delighted that some of the newly elected Adjunct Fellows are with us this evening.

 

Alongside welcoming our Adjunct Fellows, it is equally important to recognise the many colleagues and partners whose dedication sustains the Institution. I would like to express my heartfelt gratitude to our Council Members, Divisions, Committees, partners, and Mainland counterparts for their unwavering commitment. I also extend my thanks to the members who contributed to the Legislative Council Functional Constituency Election, helping to significantly increase voter participation. Your engagement demonstrates that engineers do more than build infrastructure — we also care deeply about the future of our city.

 

When I think back to Afghanistan, what remains strongest in my memory is not destruction, but determination. Communities determined to rebuild. Professionals determined to contribute. That same determination lives within our profession.

 

It is the same spirit that drives us here in Hong Kong and across the Greater Bay Area — the belief that challenges can be overcome when we work together.

 

Leadership — like engineering — is never a solo endeavour. It is built on trust, shared purpose and collective effort. Engineers succeed not because of individual brilliance alone, but because we unite across disciplines and borders to solve problems that matter.

 

Together — with resilience, innovation, sustainability and equity — we rise.

 

And when we rise, Hong Kong rises with us.

The HKIE 50th Anniversary “Together we RISE” Carnival

Celebrating 50 Years of Engineering Excellence and Shaping the Future

 

Marking its golden jubilee milestone, the Institution staged the “Together we RISE” Carnival at the High Lawn of the West Kowloon Cultural District on 14 and 15 March 2026. As a flagship event of the 50th Anniversary celebrations, the Carnival was conceived not only as a celebration of past achievements, but also as a platform to connect the profession with the wider community and inspire the next generation of engineers.

 

The Opening Ceremony was officiated by Ms Bernadette Linn Hon Ho, JP, Secretary for Development; Mr Ye Shuiqiu, Deputy Director General of the Department of Educational, Scientific and Technological Affairs of the Liaison Office of the Central People’s Government in the HKSAR; Ir Ricky Lau Chun Kit, JP, Permanent Secretary for Development (Works); and Ir The Hon Aaron Bok Kwok Ming, Legislative Council Member (Engineering Functional Constituency) and HKIE Past President. In her address, President Ir Alice Chow reflected on the Institution’s five decade journey alongside Hong Kong’s development into a world class city. Emphasising the theme “Together we RISE,” she underscored the engineering profession’s pivotal role in driving innovation, strengthening connectivity, and building a sustainable future for Hong Kong and beyond.

Over the two days, the Carnival transformed the waterfront venue into an immersive engineering showcase. More than 40 interactive booths and game zones, curated by HKIE Divisions, partner organisations and government departments, enabled visitors to explore engineering concepts through hands on experiences. From robot demonstrations and UAV flight simulators to dynamic stage performances, the event highlighted the diversity, creativity, and real world impact of engineering. A key highlight was the “Engineering Legacy: 50 Years of Excellence” travelling exhibition, which presented 19 landmark projects that have shaped Hong Kong’s infrastructure and urban landscape. The exhibition served as a powerful reminder of the profession’s enduring contribution to society.

The award presentation ceremony for the “Together we RISE” school competition formed another centrepiece of the Carnival. Winning entries from primary, secondary, and tertiary divisions showcased impressive imagination and technical insight in designing future ready, sustainable cities. The competition reaffirmed the Institution’s commitment to nurturing young talent and cultivating early interest in engineering.

 

The event attracted more than 40,000 visiting traffic, including students, families, practitioners and members of the public. Beyond celebration, the Carnival functioned as a bridge — connecting generations, fostering dialogue, and reinforcing public understanding of engineering’s vital role in everyday life.

In alignment with national development strategies, including the Chinese Mainland’s 15th Five Year Plan, the Institution will continue to strengthen professional standards, promote technological innovation, and deepen integration within the Greater Bay Area and beyond.


With rapid advancements in artificial intelligence, smart infrastructure, biotechnology, and sustainable development, the demand for visionary engineering leadership has never been greater. The Institution remains steadfast in cultivating new blood for the profession, empowering young engineers, and fostering an ecosystem where innovation thrives.

 

Together, the profession will continue to rise — advancing industry growth, driving technological breakthroughs, and shaping a resilient, sustainable and forward looking future for Hong Kong, the nation, and the global community.

「香港工程傳奇展覽@首都」隆重舉行

融入國家發展新格局 推進工程新時代


為慶祝香港工程師學會成立五十周年,「香港工程傳奇展覽@首都」於2026年4月1日至28日在北京國家科技傳播中心隆重舉行。作為金禧誌慶的重點項目之一,是次展覽全面展示香港工程界五十載的專業成就與創新成果,並進一步促進香港與內地工程界的交流合作。展覽期間獲多家內地及香港主流媒體廣泛報道及專題採訪,有效提升香港工程專業在國家層面的影響力與認受性。

 

學會於4月2日舉行展覽亮燈儀式,在中國科學技術協會、中國科技發展基金會、中央人民政府駐香港特別行政區聯絡辦公室教育科技部、香港特別行政區政府發展局及內地相關單位的大力支持下,以及各位出席嘉賓與籌辦團隊的積極參與和協助,使活動得以順利展開。

為深化兩地專業交流,學會於展覽期間舉辦「高端專家座談會」,以「內地與香港工程發展的機遇與方向——回顧與展望」為主題,邀請多位內地及香港工程界精英深入探討工程科技創新、智慧建造、人工智能應用、綠色低碳發展及大灣區協作等議題。同場亦安排專題演講,由鍾國輝教授、工程師及多位工程專家分享真知灼見,從專業角度剖析未來工程發展趨勢,為業界帶來啟發。

同場亦舉行金禧紀念短片首播儀式,透過影像生動呈現學會五十年來的重要里程碑與標誌性工程項目,回顧工程專業如何推動城市發展與社會進步,為現場嘉賓留下深刻印象。

 

學會亦組織兩個訪京交流團參與展覽及相關活動,與內地工程專家深入交流,了解國家重大工程建設與創科政策發展方向。此外,多名香港專業教育學院(IVE)學生參與參觀與交流,透過實地學習及專家分享,加深對工程專業的認識與興趣,體現學會在推動青年工程人才培育與專業傳承方面的持續努力。


會長周健德工程師在致辭中表示,學會過去五十年取得令人鼓舞的成就,但未來仍面對多重挑戰與機遇。她指出,全球氣候變化及極端天氣帶來的新考驗、創新科技及人工智能開拓的新可能、城市化進程加快,以及香港與大灣區及內地更深層次融合發展,均為工程界帶來新的課題與契機。同時,工程人才培育與專業標準提升,亦是確保行業可持續發展的關鍵。

 

隨著國家邁向「十五五」規劃新周期,工程專業在推動高質量發展、科技自立自強及綠色轉型方面將發揮更為關鍵的作用。香港工程界憑藉成熟的專業制度、國際化視野及與內地長期建立的合作基礎,可在構建新發展格局及推進粵港澳大灣區建設中作出更積極貢獻,促進技術創新與標準互通。


「香港工程傳奇展覽@首都」的成功舉行,不僅回顧了香港工程界五十載的堅實基礎與卓越成就,更透過廣泛媒體報道、多元交流活動及青年參與,進一步鞏固兩地工程界合作關係。站在金禧新起點上,學會將繼續秉持專業卓越與創新協作精神,推進工程專業在新時代下持續發展,為香港及國家建設更加繁榮、創新與可持續的未來貢獻力量。

Presidential visit to Canada: Celebrating 50 years of engineering excellence and strengthening global networks

In the last week of March, the HKIE delegation led by President Ir Alice Chow, joined by Vice President Ir William Luk and President’s Protégés Ms Katie Li and Mr Kenneth Man, undertook a productive visit to Vancouver and Toronto. Timed to coincide with the Institution’s 50th Anniversary celebrations, the trip provided an invaluable opportunity to reconnect with overseas members, engage with Canadian professional bodies, academia and industry leaders, and showcase the global footprint of Hong Kong engineers.

 

The visit opened in Vancouver on 26 March with a visit to the University of British Columbia (UBC) where the delegation met with Dr Tony Yang from the Department of Civil Engineering and had a fruitful discussion on the topic of modular in construction. Later, the delegation had the pleasure of meeting with Prof Agnes d’Entremont who is the Associate Dean of Applied Science, and the parties had a meaningful exchange on engineering education.

In the evening, the delegation joined the HKIE Canadian Chapter to host the Presidential Reception. Held in celebration of five decades of engineering excellence, the event drew a distinguished gathering of members, academics, industry figures and friends of Hong Kong. Among the special guests were MP Chak Au, Member of Parliament for Richmond Centre – Marpole; Mr Richard T Lee, Councillor and Acting Mayor of the City of Burnaby; Mr Jason Ong,hief Regulatory Officer and Registrar of Engineers and Geoscientists BC; Prof Agnes d’Entremont and Dr Tony Yang of UBC. Representatives from the Hong Kong Canada Business Association, alumni associations of Hong Kong Baptist University, The Chinese University of Hong Kong, The Hong Kong Polytechnic University, The Hong Kong University of Science and Technology, and The University of Hong Kong, as well as the Vancouver Point Grey Lions Clubs, also joined the occasion.

Discussions focused on innovation, professional mobility and the contribution of engineers to sustainable urban development. The delegation was particularly heartened by the enthusiasm of engineering students, whose passion signals a bright future for the profession. The Vancouver programme continued with site visits that highlighted cutting-edge Canadian engineering. At HTEC, the group gained first-hand insights into hydrogen production, storage and deployment as part of Canada’s low-carbon energy transition, acquiring valuable perspectives on the future of clean energy. The tour of the Surrey–Langley SkyTrain Project underscored the active involvement of Hong Kong engineers in major international infrastructure projects, demonstrating their ability to apply their expertise and high calibre on the global stage.

The delegation then travelled to Toronto, where the programme opened with a courtesy visit to the Hong Kong Economic and Trade Office (HKETO). Housed in a beautifully conserved heritage building, the office served as an ideal venue for discussions on advancing engineering innovation and bilateral collaboration. In the evening, the Canadian Chapter, under Chairman Ir Brian Lee, hosted a Presidential Reception that brought together HKETO representatives, Professional Engineers Ontario (PEO), academics and the wider engineering community. The event fostered meaningful dialogue and a strong sense of belonging among overseas members, who continue to uphold Hong Kong’s professional standards while sharing “Good Hong Kong Stories” through leadership and achievement.

The following day, the delegation met with Professional Engineers Ontario (PEO) to explore professional standards, licensure frameworks and pathways for global mobility. Constructive exchanges covered accreditation systems, assessment processes and reciprocal recognition, reinforcing mutual trust between the two professional bodies.

On the technical side, the visit to Toronto Water offered equally valuable perspectives on urban resilience. Under the Wet Weather Flow Master Plan, the group examined strategies for flood prevention, stormwater management and climate adaptation—issues that resonate strongly with Hong Kong’s experience of extreme rainfall events. Technical discussions highlighted integrated planning, community engagement and long-term infrastructure investment as essential tools for building resilient cities, underscoring the role of engineers in supporting sustainable development. The visit to Alectra provided a deeper understanding of modern electricity markets, where insights on power system design were shared and strategies for better energy distribution were discussed. The teams focused on mutual exchange of experiences in renewable energy integration and enhancing system resilience—topics of growing relevance to both Hong Kong and Canada.

 

Throughout the 6-day programme, the delegation witnessed the tangible impact of Hong Kong engineers in Canada, from academic leadership to major infrastructure and energy projects. The trip not only celebrated the HKIE’s 50th Anniversary but also reinforced the Institution’s commitment to international engagement. By facilitating knowledge exchange on sustainability, innovation and professional governance, the visit has laid stronger foundations for future collaboration.

 

The delegates would like to extend heartfelt thanks to the Canadian Chapter, all the committee members and volunteers whose dedication made the programme both memorable and impactful. As the Institution enters its second half-century, such overseas initiatives will remain central to sustaining a vibrant global network and advancing the engineering profession across borders.

 

The success of the Canadian visit reaffirms that HKIE members, wherever they are, continue to embody the highest standards of competence, integrity and service. 學會舉辦「2026兩會精神」專題分享會 深化會員對國家發展藍圖的理解

2026年全國兩會於3月順利完成各項議程,為國家未來發展擘劃新方向。全國人大會議期間審議及表決多項重要議案, 包括通過《十五五規劃綱要》以及《生態環境法典》、《民族團結進步促進法》和《國家發展規劃法》等關鍵法律文件,標誌國家發展正式踏入「十五五」新階段,並進一步推動高質量發展戰略的落實。


為讓會員深入了解兩會的重要精神及政策重點,學會於4月10日在總部舉辦「2026兩會精神」專題分享會,並設現場及線上同步參與安排,吸引眾多會員踴躍出席。今年為學會連續第三年舉辦兩會主題活動,突顯學會持續關注國家整體發展方向,以及工程專業在當中的角色與機遇。


是次分享會邀得三位嘉賓作深入講解,包括港區全國人大代表、學會高級副會長陳帆教授、工程師;港區全國政協委員、立法會議員李鎮強工程師;以及港區全國政協委員、香港浸會大學校長衞炳江教授、工程師。三位嘉賓分別從政策制定、公共事務及教育發展等不同角度,剖析兩會釋出的重要訊息。


分享內容涵蓋《十五五規劃》的整體部署、國家發展策略與香港定位的關係、政府工作報告的重點方向,以及創科發展與人才培育對未來競爭力的關鍵作用。嘉賓亦就香港如何更有效對接國家發展規劃、把握重大基建與創新科技項目的機遇,提出具體觀察與建議,為工程界提供前瞻性的思考框架。交流環節氣氛熱烈,與會會員就工程專業如何發揮香港國際化優勢、參與國家重大戰略項目、推動綠色轉型及智慧城市建設等議題踴躍提問,展現工程界對國家發展的高度關注與積極參與的意願。

 

會長周健德工程師表示,國家發展藍圖對香港長遠競爭力及工程專業發展均具有深遠影響。學會將繼續發揮橋樑角色,協助會員準確理解政策方向,提升專業視野與戰略思維,從而更好融入國家發展大局。她強調,工程專業在基建建設、創新科技、綠色低碳及人才培養等方面均肩負重要使命,工程界應主動把握機遇,為國家高質量發展貢獻智慧與力量。


未來,學會將持續舉辦相關活動,加強專業交流與知識分享,支持會員在國家新發展格局下拓展更廣闊的發展空間。
