Elected Vice-Chairman of Subcommittee on Matters Relating to Railways
On 10 April, I was elected Vice-Chairman of the LegCo Subcommittee on Matters Relating to Railways. I will focus on the following areas: monitoring the planning and progress of new railway projects; reviewing the operational performance of existing lines; following up on maintenance and asset renewal plans; supporting the development of Smart Green Mass Transit Systems (SGMTS); and promoting the optimisation of railway standards by learning from international best practices. I am committed to rigorous oversight and constructive advice to drive continuous improvement of Hong Kong’s railway network.
Attended “2026 Construction Industry Efficiency Enhancement Charter” Signing Ceremony
On 25 March, I attended the signing ceremony of the “2026 Construction Industry Efficiency Enhancement Charter,” led by the Hong Kong Construction Association and cosigned by nine major industry bodies. The charter targets faster delivery, higher efficiency, better quality, and increased output, underpinned by eight pledges: safety first, excellence, continuous innovation, precision construction, resource optimisation, craftsmanship, punctual professionalism, and responsible employment. It stresses efficiency must never compromise safety, quality, or workers’ rights.

Joined the Groundbreaking Ceremony of Sandy Ridge Data Facility Cluster
I joined the groundbreaking ceremony of the data facility cluster, held on 28 March in Sandy Ridge. The project, located within Hong Kong’s Northern Metropolis, is dedicating to building high-standard data infrastructure to support the development of AI and the rapidly expending digital economy. As a retired civil engineer, who had once been responsible for the Sandy Ridge columbarium project, I led a feasibility study in late 2023 — completing in just two months the study that normally takes over a year. This groundwork enabled the subsequent swift land use rezoning leading to the final approval of the project, which will deliver 36 times Hong Kong’s current computing power. I’m proud to have contributed my expertise to this national-aligned innovation milestone.

LegCo Members visited the Northern Metropolis
Together with members of LegCo Panel on Development and other Members, I visited the Northern Metropolis (NM) on 26 March to gain insight into the overall planning of NM and the latest industry development of the Hung Shui Kiu/Ha Tsuen New Development Area. We received a briefing from the Administration on the development of the Industry Park and “Modern Logistics Cluster” in the area, as well as the strategic transport infrastructure related to the development of NM. Members also visited the site planned for developing the “NM University Town”.

Hosted the first “Talk with Young Friends” at LegCo
On 21 March, I hosted the first “Talk with Young Friends” at LegCo for 31 young engineers from the YMC. They represented diverse sectors— government, utilities, consultants, contractors, and airlines. After touring the Chamber and LegCo facilities, we discussed key issues: AIassisted plan approval, a continuing education fund, integrating new tech with traditional engineering, and challenges in professional qualification applications. Moving forward, I will plan monthly LegCo visits for youth exchanges beyond engineering.

Released preliminary suggestions on Hong Kong’s Integration into the Nation’s 15th Five-Year Plan
I joined colleagues from the Business and Professionals Alliance for Hong Kong to release preliminary proposals for Hong Kong’s integration into the Nation’s 15th Five-Year Plan. On infrastructure, I put forward four directions: First, implement major transport projects including Route 11 and a fourth cross-harbour tunnel. Second, start reclamation for transport nodes and a land reserve using surplus Construction and Demolition Material (about 15MT each year). Third, launch a five-year older infrastructure renewal plan with climate resilience standards. Fourth, revive private capital participation via PPP/BOOST models. These measures aim to build a beautiful, prosperous Hong Kong while driving sector upgrading.
