Distinguished guests, Past Presidents, fellow members and colleagues, good evening.
Thank you for being here as we come together as one. I am humbled by your support, trust and confidence. As an engineer, it is my greatest honour to serve as President of The Hong Kong Institution of Engineers.
We are deeply grateful for the legacy footsteps and ceaseless efforts of our Past Presidents, you have laid a robust foundation and paved the way for the Institution’s continued advancement. Your vision and steadfast leadership command our highest admiration.
My heartfelt appreciation goes to every member of the Institution for your dedication to serve and commitment to excellence, that define the very spirit of the Institution.
Self Reflection
Before I speak about the future, please allow me to share a personal reflection on why I became an engineer.
Looking back over time, it seems that I was born with the DNA of engineering in my blood, with a profound curiosity about how things work and why they work that way. When I was a boy, I was fascinated by why the vacuum tube of a radio glowed brighter when the speaker sounded louder, and how the hour hand, minute hand and second hand of a mechanical clock could work so well to tell the time. When anything at home broke down, I took it apart and dived in, though I must confess that, most of the time, I couldn’t fix it. Later, when I was studying for my engineering degree at The University of Hong Kong, I also enrolled in evening classes at the Columbia Radio Institute to assemble my own radio receiver and metal detector. That inborn curiosity, and the desire to learn and understand, have stayed with me.
During my secondary school years, I was awarded a scholarship to visit the United Kingdom for two weeks. It was the very first time I travelled by air, and I still remember the sense of wonder when the aircraft took off. An airplane made of metal, carrying people and cargo, defying gravity and flying high into the sky. That was magic to me. In that very moment, I said to myself: I want to be an engineer.
When the time came for university, I once considered whether I should study engineering or social work, as I was torn between the two for some reason. I eventually chose engineering. At university, I stayed in Ricci Hall where I met fellow students with visual and physical impairments. Their perseverance deeply touched me. Their daily challenges also made me reflect whether engineering could offer any help. During my final year, I built a braille calculator for visually impaired users. That experience became a defining moment for me, that engineering is also about people, human dignity and empowerment.
Two years after graduation, the same aspiration led to the founding of the Association for Engineering and Medical Volunteer Services, with the mission to advocate, design and fabricate assistive devices for persons with disabilities. I would like to share with you a short video that was broadcast by a TV station back in 1990.
My public service career spanned over 40 years. I started as an electrical engineering graduate trainee and went on to become a chartered electronics engineer, then a certified clinical engineer. Apart from being an engineer, I have served as a business executive, a law enforcement agent, a political appointee and a member of the National People’s Congress. These experiences have reinforced my belief and passion as a servant engineer.
Looking Ahead
The world is not what it used to be, and it is changing ever faster. Extreme temperatures, more frequent severe weather events and rising atmospheric carbon dioxide level reminds us that sustainability is no longer a distant concern. It is an urgent call to action for every one of us.
Closer to home, Hong Kong is entering a new chapter of development. The Northern Metropolis is moving from vision to implementation. Innovation and technology are becoming drivers of economic growth. Greater Bay Area integration continues to deepen. Opportunities are emerging through national development and international collaboration.
These developments will influence how future generations live, work and prosper. At this monumental juncture, engineers have a distinct role to play. We stand between vision and actualisation. Together, we can turn aspiration into reality, creativity into innovation, and problems into solutions. From transport networks and housing developments to healthcare facilities, from INNOPOLE and Sandy Ridge Data Facility Cluster to energy systems, from aerospace and robotics to artificial intelligence, engineering is the bedrock of future development.
The theme for the year ahead is “Connect Minds, Empower Tomorrow 匯聚智慧、創建明天”. To me, this is more than a theme. It is a call to action. It reminds us that engineering is a medium to serve humanity. It is about connecting minds across disciplines, across generations, and across borders. It is about empowering our profession to contribute to making this world a better place now, and in the future. In a world facing climate change, disruptive technologies, and global uncertainties, we must act together.
Actions speak louder than words. SVP Ir Rupert LEUNG, VP Ir William LUK and I have worked together and co-created a rolling Three-Year Strategy Plan. This Plan provides continuity of direction, while retaining the flexibility to adapt as circumstances evolve. It is anchored in three interdependent pillars, namely Sustainability, Evolution and Engagement.
Sustainability is not a choice, but a responsibility shared by everyone. Last week, the United Nations Environment Programme reported that “As global temperature rise is set to cross 1.5C above pre-industrial level, within the next few years, climate risks and impacts will reach dangerous new heights.” Therefore, we must take concrete steps to champion climate action and resilience, to demonstrate how engineers are driving innovation towards net-zero transformation, and that the engineering profession is not only responding to global challenges but also taking the lead in providing solutions.
As for Evolution, we will strengthen governance, enhance transparency and efficiency, and accelerate digital transformation to deliver seamless services for our members. We will embrace artificial intelligence, aerospace, robotics, new industrialisation, and innovations that are yet to come. We will review and formulate the way forward for emerging technologies, and define the necessary education and competence requirements for admission as a Member of the Institution. Through these initiatives, we will enhance the Institution’s continual growth and reinforce Hong Kong’s position as a hub of engineering excellence.
Concurrently, we will pursue proactive Engagement to deepen collaboration and connection. We will strengthen ties with the public and private sectors, extend reciprocal recognition agreement in Guangdong to promote professional mobility, and co-organise initiatives with Chinese Mainland and overseas counterparts.
Year 2027 marks the 80th Anniversary of the Institution since the founding of the Hong Kong Engineering Society in 1947. We will celebrate and honour fellow engineers who have contributed to advancing the profession and made a difference.
Together, these three pillars form a coherent and cohesive framework that reinforces the Institution’s standing as a progressive professional body that champions sustainability, drives innovation, and fosters collaboration across Hong Kong, the region, and beyond.

The Institution introduced the EngSeeds Programme in Session 2025/2026 as a new initiative to spark students’ interest in engineering and support their early exploration of study and career pathways. With the support of the Education Bureau and the Construction Industry Council, as well as universities and industry partners, the Programme is primarily designed for Secondary 1 to Secondary 3 students, who are beginning to develop academic interests and consider future subject choices.
EngSeeds presents engineering not only as a field of study, but also as a profession driven by curiosity, creativity, problem-solving and service to the community. Through a combination of experiential learning, professional sharing and practical exposure, the Programme aims to help the younger generation build confidence, broaden their horizons and better understand the diverse opportunities offered by engineering.
The Soft Launch Phase took place in July and August 2026, comprising three pilot activities attended by around 60 secondary school students and teachers. These activities provided participants with opportunities to experience different facets of engineering in practical and engaging ways.

The first activity was a visit to the Towngas Tai Po Gas Production Plant on 25 July 2026. Participants were introduced to the complex processes behind the safe and reliable production and supply of gas. The visit enabled students to connect classroom learning with real-life engineering operations, while gaining a deeper appreciation of the importance of safety, teamwork and operational excellence in serving the community.
This was followed by a visit to the M.i.SEA Collaboration Centre on 8 August 2026, where participants explored the role of engineering and innovation in promoting sustainability. Through the visit, students were encouraged to think beyond conventional perceptions of engineering and consider how technology, creativity and cross-sector collaboration can contribute to addressing environmental and societal challenges.

On 22 August 2026, ARUP delivered a Paper Tower Challenge workshop, offering students a lively hands-on learning experience. Working in teams, participants designed, built and tested paper towers, applying basic engineering concepts while developing communication, analytical thinking and problem-solving skills. The activity also reinforced an important message: engineering is a process of exploration, refinement and learning from setbacks, rather than simply arriving at a single correct answer.

Across the three activities, students were able to interact with engineering professionals, ask questions and discover the breadth of disciplines within the profession. Teachers also gained useful insights into how engineering education and experiential learning activities can support students in planning their future studies and career directions.
The Soft Launch Phase represented an important first step in bringing the EngSeeds learning experience to the education community. By combining exposure, application and reflection, the Programme seeks to support students before subject streaming and strengthen their foundation for future engagement in STEAM education.
The HKIE would like to express its sincere appreciation to the participating schools, teachers, students, speakers and supporting organisations for their invaluable contributions to the successful launch of this phase. More activities, including thematic workshops, university and industry visits, professional sharing sessions and experiential learning opportunities, will be introduced in the coming month.
Please stay connected with the EngSeeds Programme and join us in nurturing the next generation of engineers.
In view of the evolving media landscape and the increasing importance of effective public communication, the Institution organised a media training session on 12 September 2026 at the HKIE Headquarters for its Executives and media spokespersons.
The training aimed to strengthen participants’ confidence and practical skills in engaging with the media, with a focus on delivering the Institution’s messages in a clear, accurate and professional manner.
The programme began with an overview of the current media environment, covering the operations of both traditional and digital news platforms, as well as the media’s role in connecting professional institutions with the wider community.
Participants were introduced to practical techniques for media engagement, including message development, interview handling and public speaking strategies. The session also addressed common communication challenges and offered guidance on responding effectively to media enquiries, particularly in challenging situations.
To enhance learning outcomes, the programme included case studies and role-play exercises based on realistic media scenarios. Participants took turns assuming the roles of journalists and spokespersons, allowing them to practise handling media enquiries under simulated pressure. These interactive exercises enabled participants to better understand both media expectations and spokesperson responsibilities, while strengthening their ability to communicate strategically and confidently.
The training was conducted in a constructive and engaging atmosphere and concluded on a positive note. Going forward, the Institution will continue to provide professional development opportunities to enhance the visibility, credibility and impact of the engineering profession.
