The New Engineering Contract (NEC) is steadily gaining popularity and acceptance across infrastructure projects. The benefits are clearly accruing. On 28 December 2026, the NEC will replace the General Conditions of Contract (GCC) as the standard form of contract for all public works contracts in Hong Kong. Here is a quick recap of this rewarding journey, together with the promising outlook and the strategies that will carry it forward.

Since 2009, the Development Bureau (DEVB) has championed the NEC as a catalyst for cultural transformation in public works. With over 850 contracts valued at more than HK$550 billion, NEC has delivered measurable time and cost savings while significantly reducing disputes. Project teams are now focused on shared objectives, fair risk allocation, open communication and win-win outcomes rather than entrenched contractual standoffs.

With traditional contract forms being phased out, NEC will serve as a cornerstone of Hong Kong’s public works procurement strategy, emphasising alignment, empowerment and shared success. This momentum will advance on four fronts:

  • Harnessing advanced technologies such as AI and robotics to boost productivity and quality;
  • Broadening the application of the NEC Hong Kong Editions by enhancing target-cost and framework options while embedding innovation clauses like X30 in more contracts;
  • Deepening capability through tailored training for frontline staff and NEC-ready graduates; and
  • Strengthening regional and international influence by sharing Hong Kong’s proven experience with Chinese Mainland and overseas counterparts.

Above all, NEC is expanding beyond Hong Kong. In June 2026, DEVB partnered with Chinese Mainland counterparts to launch two NEC pilot projects in Qianhai, Shenzhen. This step extends collaboration across boundaries and signals a new era of regional integration, with Hong Kong standing as a beacon of excellence.
