Chief Manager (Advanced Manufacturing and New Energy Technology)

The Chief Executive announced in his Policy Address in October 2022 that the Government would establish OASES for attracting high potential and representative strategic enterprises from around the globe. OASES will
(i) draw up a list of target enterprises and provide steer to the Dedicated Teams for Attracting Businesses and Talents to reach out to and carry out negotiations with the enterprises;
(ii) formulate attractive special facilitation measures covering aspects such as land, tax and financing that are applicable exclusively to target enterprises, and provide them with tailor-made plans to facilitate the setting up of their operations in Hong Kong;
(iii) provide the employees of these target enterprises with one-stop facilitation services in areas such as visa application and education arrangement for their children.

Salary:

$103,810 per month 

 

Entry Requirements:

Candidates must be permanent residents of the Hong Kong Special Administrative Region (HKSAR) at the time of appointment and should possess by the application deadline –
(a) minimum ten years of relevant full-time work experience in advanced manufacturing and/or new/green energy technology sector, preferably in managerial role;
(b) previous work experience in investment promotion, account management, business development, marketing; project management in the advanced manufacturing and/or new/green energy technology or public sectors would be an advantage;
(c) a Bachelor’s degree or equivalent; more advanced degree(s) and/or professional qualification(s) would be an advantage;
(d) strong knowledge of and experience in the local and global advanced manufacturing and/or new/green energy technology sector;
(e) strong team spirit, with the ability to work independently in a fast-paced environment and manage multiple tasks simultaneously;
(f) be adaptable, open-minded, and equipped with strong interpersonal skills. Be able to proactively learn new skills, embrace new assignments, and collaborate effectively with diverse stakeholders;
(g) extensive network in the advanced manufacturing and/or new/green energy technology ecosystem;
(h) a strong command of written and spoken English and Chinese (including spoken Putonghua); and
(i) be able to work under pressure and have a strong sense of responsibility as well as ability to work independently.

Duties:

The Office for Attracting Strategic Enterprises (OASES) is a dedicated office of the HKSAR Government tasked to attract high-potential and flagship strategic enterprises from around the globe.

The Chief Manager (Advanced Manufacturing and New Energy Technology) is mainly responsible for –
(a) leading the Advanced Manufacturing and New Energy Technology Team to source high-potential target companies in the advanced manufacturing and new/green energy technology sector;
(b) assisting the Executive Director to implement and follow through tailor-made packages of incentives offered to strategic enterprises;
(c) collaborating with the Dedicated Teams for Attracting Businesses and Talents in the Chinese Mainland and overseas, international and local industry partners, government bodies and key stakeholders to generate a strong pipeline of strategic companies in the advanced manufacturing and new/green energy technology sector;
(d) speaking in business events locally and globally and promoting the unique advantages and opportunities of Hong Kong’s advanced manufacturing and new/green energy technology sector;
(e) ensuring the Team provides quality and customised support services for prospective and aftercare companies in the advanced manufacturing and new/green energy technology sector;
(f) managing the performance of the Team for target achievement as well as timely inputs to upper echelon;
(g) supporting the directorate of Office for Attracting Strategic Enterprises on duties and assignments as and when needed; and
(h) conducting duty visits to the Chinese Mainland and overseas countries.

(b) a full curriculum vitae including (i) details of bachelor or post-graduate degree (e.g. major subject, class and division of honours); and (ii) employment records listing the job titles with detailed employment durations and description of duties;

(d) copies of employment proof.

Candidates who are selected for interview will normally receive an invitation in about eight to ten weeks from the closing date of application.
